Content: Salford City Council - Record of Decision   I, Councillor Mike McCusker, Lead Member for Planning, Transport and Sustainable Development, in exercise of the powers contained within the City Council Constitution, do hereby:   Authorise the permanent making of the Traffic Regulation Order below, in the original form, as set out in the report:   City Of Salford (Islington Active Neighbourhood) (Various Provisions) Order 202x   The Reasons are: That the necessary action be taken under the Road Traffic Regulation Act 1984 to advertise the intention to make the Traffic Order to introduce City Of Salford (Islington Active Neighbourhood) (Various Provisions) Order 202x as a permanent Traffic Order. Implementation of this order will promote a ‘filtered neighbourhood’ where the local community will benefit from less motor vehicle traffic, significantly improved air quality and quieter, safer streets without fast moving through-traffic in this residential neighbourhood area.    Options considered and rejected were: Officers considered and rejected increasing on-street parking capacity above existing levels as this would attract and encourage motor vehicle travel, and dissuade walking, cycling and public transport use. Officers considered introducing localised parking restrictions as requested by one objector opposite Carpino Place, however this was an established arrangement which will be monitored post-completion of the scheme. Officers considered retaining the existing vehicle access arrangements to Rodney Street via Islington Way and Chapel Street, however this would not support the objectives of the scheme to remove through-traffic from this residential neighbourhood area. Officers considered re-opening East Ordsall Lane as requested by one objector, however this does not align with the objectives of the scheme, or regional transport strategies.   Assessment of Risk: The scheme has been designed in accordance with the Traffic Signs Manual and Traffic Sign Regulations and General Directions 2016. The design of the scheme is also subject to the Road Safety Audit process. The scheme will contribute to improving the safety of all highway users and promoting active travel.     The source of funding: The scheme is funded by an Active Travel Funding grant (Tranche 4).   Legal Advice obtained: The Council, by virtue of the Road Traffic Regulation Act 1984 can introduce orders to manage traffic.
