Content: Salford City Council - Record of Decision I, Councillor Mike McCusker, Lead Member for Planning, Transport and Sustainable Development, in exercise of the powers contained within the Council Constitution, do hereby: Authorise the permanent making of the Traffic Regulation Order below as set out in the report. (Park Street And Worsley Street, Swinton Park) (20 Mph Speed Limit) Order 2024 City Of Salford (Park Street And Worsley Street, Swinton Park) (Prohibition Of Waiting And One Way Traffic) Order 2024 The Reasons are: That the necessary action be taken under the Road Traffic Regulation Act 1984 to advertise the intention to make the Traffic Order to introduce City of Salford (Park Street and Worsley Street, Swinton Park) (Prohibition of Waiting, One Way Traffic and 20mph speed limit) Traffic Regulation Order 2024 as a permanent Traffic Orders. Implementation of this order will promote safer traffic flow in a local residential street by reducing the vehicles using Park Street as a cut-through road and it will maintain a safer environment for all highway users. Options considered and rejected were: Officers investigated the possibility of closing off one end of Park Street to stop the vehicles using this route; however, it was decided by the Highways Task Group to not take forward this proposal due to the extent of inconvenience it would cause to the locals by not allowing them to exit out of Park Street and they would have to take detour to just get out of Park Street. The proposed one-way system allows vehicles to exit out of Park Street; ensuring that vehicles would have to use Worsley Street just to enter Park Street but can exit out of Park Street. Assessment of Risk: The scheme has been designed in accordance with the Traffic Signs Manual and Traffic Sign Regulations and General Directions 2016. The scheme will contribute to improving the safety of all highway users. The source of funding: The scheme is funded by Swinton & Pendlebury Highways Devolved Budget 2024-2025 Legal Advice obtained: The Council, by virtue of the Road Traffic Regulation Act 1984 can introduce orders to manage traffic. Where Traffic Regulation Orders are required, they should not give rise to any particular legal implications, provided the works and procedures are carried out in accordance with the relevant statutory requirements, which would include the consideration of any objections to a proposed Traffic Regulation Order.
