Content: RESOLVED: To approve (a) The procurement of apprenticeship training through the following frameworks: ? Yorkshire Purchasing Organisation (YPO): Apprenticeships and Associated Training Framework Agreement - 1086, for 2 years from November 2024. ? Crown Commercial Services (CCS): 2024. Apprenticeship Training Dynamic Marketplace DPS - RM6102, until expiry on 29/4/2025. ? On expiry of the CCS Apprenticeship Training Dynamic Marketplace DPS (RM6102), the CCS Training Marketplace Framework (RM6303) has been identified as the ongoing replacement framework from 30/4/2025. On this basis, approval is requested now to use this framework on expiry of RM6102. ? Further information for the CCS Training Marketplace Framework (RM6303) is expected to be published in February 2025. This framework has been selected because it will cover all current apprenticeship provision and it will be adaptable as the apprenticeship levy changes to become the Skills Levy. ? RM6303 is being designed by Crown Commercial Services to fulfil the new funding rules that will be set out by the newly formed Skills England for apprenticeship and training that will be allowable in the future. (b) The use of alternative frameworks or dynamic purchasing systems administered by other London based Local Authorities or the NHS so the Apprenticeship Team can supply programmes which meet specific apprenticeship standards. ? These may include, but not be limited to Public Health or Care profession apprenticeship standards, for example, Public Health where a suitable public sector procurement has taken place by the relevant “lead” authority. ? Under this arrangement, we would like to be able to utilise the procurement arrangements already put into place by another public sector body, to save time and resources. ? Any situations where this arrangement would be beneficial would still have to follow public sector rules, and would be via a framework or dynamic purchasing system (where a services contract will be awarded following a mini tender process or a direct award) l, but these might not necessarily be YPO or CCS. ? There is a commonly used DPS that many NHS and Local Authority organisations use, which is an NHS based framework - held by Salisbury NHS Foundation Trust - S10353 Apprenticeships Training & End Point Framework. This framework works in a very similar way to the CCS and YPO models. This framework expires in April 2025, and as yet the replacement framework information has not been published. We are not seeking authority to use this framework directly. Note that this information has been included to provide assurance that all other Local Authorities and the NHS utilise similar arrangements and operate under corporate standing orders and procurement rules. ? Approval is requested to utilise frameworks or dynamic purchasing systems set up by other Local Authorities and the NHS on a case by case basis, where there is a need to build cohorts of apprentices across organisations and where it would save time and resources within Hackney to follow this protocol. (c) In the event that neither (a) nor (b) can be utilised, flexibility is required to use the current corporate Contract Standing Orders, following the Hackney Procurement Framework, where no existing contract or framework is in place. This would entail using the RFQ process, gaining the appropriate number of written quotes using the RFQ template and gaining endorsement from the category lead. This should allow the flexibility to utilise the new Skills Levy to pay for non-apprenticeship training as and when funding rules allow. Note that (c) is unlikely to be needed until 2025 at the earliest. Related Decisions In November 2022, the Hackney Procurement Board approved the Apprenticeship Training Procurement Business Case, allowing procurement via three frameworks: (a) Eastern Shires Purchasing Organisation (ESPO): Apprenticeship Dynamic Purchasing System (ADPS) for 14 months from November 2022. This framework was disbanded in 2023 and is no longer available. (b) Yorkshire Purchasing Organisation (YPO): Apprenticeships and Associated Training Framework Agreement - 833 for up to two years from November 2022. This Framework has now expired and has been superseded by Training Framework Agreement 1086. (c) Crown Commercial Services (CCS): Apprenticeship Training Dynamic Marketplace DPS - RM6102, for up to two years from November 2022.
