Purpose: Decision to introduce annual administrative / management charge for resident and visitor parking permits, and charges and restrictions for off-street parking in currently free Council car parks.   Consultation     ·       Environment and Climate Change Scrutiny Panel – 6 December 2023. https://democracy.kirklees.gov.uk/ieListDocuments.aspx?CId=797&MId=7442 Resolved: the decision taken in relation to car parking charges be freed for implementation. ·       69 Ward Councillors informed at start of statutory 21-day consultation processes, in line with Traffic Regulation Order framework, within Road Traffic Act 1984 – for both proposals to charge annually for permits and charging in currently free car parks. ·       Parish and Town Councils were informed at the start of the consultation processes. ·       Notices placed in local press and car parks (April 2024) re off-street charges. ·       Letters sent to properties in all existing residential parking permit zones.     Engagement   ·       Ongoing discussions with Kirklees active Leisure (KAL) regarding proposals to charge in currently free car parks. Content: RESOLVED –   1)    That approval be given to the proposals for resident and visitor permit parking as set out at Appendix 1, and that they be implemented as soon as possible. 2)    That the findings of the Integrated Impact Assessments be noted. 3)    That approval be given to the new parking charges/tariffs and restrictions, including two hours free parking charges in 15 car parks as set out at Appendix 2, and that they be implemented as soon as possible. 4)    That approval be given to the existing Traffic Regulation Order being amended as advertised to enable changes to the application for and issue of permits, including the introduction of ‘virtual permits’, negating the need for a physical permit to be displayed in the vehicle. 5)    That future decisions regarding revisions to parking charges be delegated to the relevant Executive Director, in consultation with the relevant Cabinet Member.
