Content: Salford City Council - Record of Decision I, Councillor Jack Youd, Deputy City Mayor and Lead Member for Finance, Support Services and Regeneration, in exercise of the powers contained within the City Council Constitution do hereby: Note the funding secured by the Council from the Greater Manchester Combined Authority (GMCA) and Homes England to support future development across the Crescent area; Approve the Council entering into Grant Funding Agreements with the Greater Manchester Combined Authority, Homes England and English Cities Fund in relation to the above funding; and Grant delegated authority to the Executive Director, Place, City Solicitor and Chief Finance Officer to finalise all contractual, financial and legal arrangements in respect of the expenditure of this funding. The Reasons are: As appointed developer partner for Crescent, ECF will lead on the commissioning of various consultancy teams for the above work, with all work being completed in advance of the expenditure deadline of end of March 2025. In order to draw down the RDEL and Investment Zone funding, the Council needs to enter into grant funding agreements with both the GMCA and Homes England. In order to transfer the funds to English Cities Fund (ECF), who will manage the various commissions for which this funding will be used to support, a back-to-back Grant Funding Agreement is also required between the Council and ECF, which will reflect the terms set out in the Council’s agreements with GMCA and Homes England. Options considered and rejected were: Not to proceed with the commissions for which the funding has been secured to complete. Assessment of Risk: Low The source of funding is: Homes England RDEL Funding: £95,000 for Adelphi Development Zone and £130,000 for Crescent Development Zone; and GMCA Investment Zone revenue funding: £200,000 for Crescent Innovation Zone.
