Content: Salford City Council - Record of Decision I Councillor Jack Youd, Deputy City Mayor and Lead Member for Finance, Support Services and Regeneration, in exercise of the powers contained within the City Council Constitution do hereby approve: 1. Approve the expenditure of £2,064,452.56 of Section 106 contributions towards a new bus service providing connectivity between the Quays and Manchester city centre along Ordsall Lane and an associated package of promotional activities and incentives to encourage take up of the new service amongst residents. 2. Note that, additional S106 contributions currently valued at circa £1 million have been requested from additional developments on Ordsall Lane to also contribute to an improved public transport/ accessibility for residents. Further approvals for the allocation of this spend will be brought forward at the appropriate time. The Reasons are: The proposals utilise a total of £2,064,452.56 of secured Section 106 contributions, towards providing a bus service that connects The Quays and Manchester city centre via Ordsall Lane. Following consultation with ward members and TfGM, a variation to the existing X50 service that extends the route through the Quays via Ordsall Lane has been identified as the preferred option and discussions are ongoing with Stakeholders. In addition to the route incentives such as ticketing offers and promotional materials may be offered to residents, funded from the S106. Options considered and rejected were: none Assessment of Risk: Low – Developers can seek to legally challenge the city council to claim back Section 106 monies if not used in accordance with the terms of the relevant Section 106 agreement. The source of funding is: Section 106 Contributions received from the development(s) at: § £169,441.69 from The Waterhouse, Worrall Street (Section 106 Ref: 365 - 18/71363/FUL); § £395,259.93 from 221-223 Ordsall Lane (Section 106 Ref: 394 - 17/70278/FUL); § £720,409.98 from Fairbrother Street (Dock 5) (Section 106 Ref: 408 - 19/74531/FUL); § £500,540.96 from 319-321 Ordsall Lane (Berkeley Square Phase 1) (Section 106 Ref: 435 – 19/74529/FUL); § £278,800.00from land at Worrall Street / Dyer Street (Section 106 Ref: 442 – 20/76684/FUL); Legal Advice obtained: Juliet Mbam, Shared Legal Service Financial Advice obtained: Adam Mozley, Senior Trainee Accountant Procurement Advice obtained: TfGM have advised that if a franchised bus service is being procured or an existing service amended or enhanced, this would need to be undertaken by TfGM on behalf of GMCA which holds the franchising powers and this would need to be carried out in line with the established franchising conditions.
