Purpose: Proposal for future council housing development plus the Cornwall Housing (CHL) Improvement Plan. The proposal will include plans to leverage additional funding to accelerate delivery of decent homes and reduce carbon emissions. Part 2 (exempt) appendices expected.
Content: It was moved by Councillor Monk, seconded by Councillor Harris, and RESOLVED: 1. That the in-year Housing Revenue Account (HRA) 2024/25 budget mitigations, identified in the report at section 2.15, be approved. 2. That a change to the policy regarding the threshold for the disposal of council homes where the cost of repairing them is greater than £50,000, as set out in Section 2.20 of the report, be adopted. 3. That the preparation of the 2025/26 HRA Business Plan be progressed (on the basis of the identified assumptions and expected rent increases noted in the report at Section 2.23) to include consultation with tenants and that a finalised HRA Business Plan be presented to Cabinet in February 2025 for approval. 4. That the Commissioning Plan for Cornwall Housing Limited (CHL) 2025-2030, as set out in Appendix 2 to the report, be approved. 5. That authority be delegated to the Service Director for Planning and Housing, in consultation with the Cabinet Member for Planning and Housing, to monitor performance against the Commissioning Plan and make any necessary changes including the annual resetting of the Tenant Satisfaction Measure targets to ensure year on year improvements. 6. That an update on performance against these targets be reported to Cabinet through the annual HRA Business Plan report cycle. 7. That a review of medium/long term funding options be undertaken by officers to identify opportunities to obtain additional external resources to help achieve a quicker delivery of decent homes, carbon reduction of council housing and resolve some of the underlying poor stock issues. 8. That authority be delegated to the Strategic Director for Sustainable Growth and Development, in consultation with the Section 151 Officer, the Monitoring Officer and the Cabinet Member for Planning and Housing, to review and, if considered necessary and viable, to submit an application for a rent exemption or an item 9 determination from Ministry of Housing and Local Government (MHCLG).
