Content: Salford City Council - Record of Decision I, Councillor Mike McCusker, Lead Member for Planning, Transport and Sustainable Development, in exercise of the powers contained within the Council Constitution, do hereby: Authorise the implementation of the Traffic Regulation Order below in the modified form, as set out in the report. City Of Salford (Worsley Road North, Bolton Road, Thorpe Street And Elms Close) (Prohibition Of Waiting) Order 2024 The Reasons are: That the necessary action be taken under the Road Traffic Regulation Act 1984 to advertise the intention to make the Traffic Order to introduce City Of Salford (Worsley Road North, Bolton Road, Thorpe Street And Elms Close) (Prohibition Of Waiting) Order 2024. Implementation of this order will promote safer traffic flow. The restrictions would provide visibility for vehicles and pedestrians at junctions. This will maintain safe traffic flows and stop vehicles from parking on the footway, as well as keeping clear the turning head for service vehicles to turn round in, so that they do not have to reverse long distance, creating a hazard to other road users. The double yellow lines located on Bolton Road will stop vehicles parking on the footway, preventing damage and keeping the footway clear for pedestrians. A safety camera is in place in this area due to the number of speed related collisions that have taken place along this section of the road. Vehicles parking in this location would cause the width of the road to become further restricted in the vicinity of the pedestrian refuge island located in this area. Dwellings 284-292 Bolton Road have parking provision at the rear of their properties which was provided by agreement with the developer, with the intention of removing the need for vehicles associated with those properties to park on Bolton Road. Options considered and rejected were: Officers investigated installation of physical bollards on the footway but discounted as it would reduce the effective width of the footway. Officers also considered introducing limited waiting restriction on Bolton Road but it was not taken forward as people parking beyond these times would still continue to block path of the pedestrians, possibly forcing them to use the road. Assessment of Risk: The scheme has been designed in accordance with the Traffic Signs Manual and Traffic Sign Regulations and General Directions 2016. The scheme will contribute to improving the safety of all highway users. The source of funding: The scheme is funded by Private Developer Legal Advice obtained: The Council, by virtue of the Road Traffic Regulation Act 1984 can introduce orders to manage traffic. Where Traffic Regulation Orders are required, they should not give rise to any particular legal implications, provided the works and procedures are carried out in accordance with the relevant statutory requirements, which would include the consideration of any objections to a proposed Traffic Regulation Order.
