The Annual Council meeting of West Suffolk Council saw the election of Councillor Peter Armitage as the new Chair of the Council and Councillor Jools Savage as Vice Chair. A voluntary joint committee is to be established to prepare for the upcoming local government reorganisation in Suffolk, which will see the creation of three new unitary authorities.
Election of Chair and Vice Chair
Councillor Peter Armitage was elected as the Chair of West Suffolk Council for the 2026-2027 civic year. Councillor Jools Savage was elected as the Vice Chair for the same period. Both accepted their nominations and expressed their commitment to their new roles.
Appointment of Cabinet Members
Councillor Cliff Waterman, Leader of the Council, announced that there would be no changes to the current Cabinet. He expressed his satisfaction with the work undertaken by the existing Cabinet members over the past year.
Review of Political Balance and Appointment to Committees
The Council reviewed the political balance and the allocation of seats and substitutes for its committees for the 2026-2027 municipal year. The report noted that a recent by-election vacancy meant the political balance was based on the current composition, with the potential for review following the election's outcome. The terms of reference for committees were noted as being outlined in the Council's Constitution.
Local Government Reorganisation: Establishment of a Voluntary Joint Committee
The Council is to establish a voluntary joint committee to prepare for the forthcoming local government reorganisation in Suffolk. This reorganisation, announced by the Government on 25 March 2026, will see the creation of three new unitary authorities by 1 April 2028. The voluntary joint committee will align with the requirements of the forthcoming Structural Change Order and will transition into a statutory joint committee once the Order is enacted. The committee's purpose is to facilitate the transfer of functions, property, and liabilities to the new unitary authorities. Membership numbers are to be confirmed by the Minister for Housing, Communities and Local Government, with appointments to be made by the Cabinet. Draft terms of reference were discussed, with the finalisation to be undertaken by the committee members themselves.
Appointment of Chairs and Vice Chairs for Scrutiny Committees
The Council appointed the Chairs and Vice Chairs for its scrutiny committees for the 2026-2027 civic year. Councillor Sarah Broughton was elected as Chair of the Overview and Scrutiny Committee, with Councillor Marion Rushbrook appointed as Vice Chair. Councillor Peter Armitage was elected as Chair of the Performance and Audit Scrutiny Committee, and Councillor Janne Jarvis was appointed as Vice Chair. These appointments are crucial for ensuring the Council operates safely, legally, and effectively.
