The report pack indicated that representations objecting to the application had been received from a local resident, Nicholas Johnson, and from the North Uxbridge Residents' Association (NURA). Mr. Johnson's representation, dated 14 February 2026, expressed concerns that the proposed alcohol sales times, particularly on Sundays, were too late and could lead to increased noise and anti-social behaviour in the residential area. He suggested that alcohol sales should be restricted to match the opening hours of the adjacent Aldi store, which were 08:00-22:00 Monday to Saturday and 10:00-16:00 on Sundays.

NURA, represented by Paul Hanscombe, also requested that trading hours be limited to those of the adjacent Aldi store to mitigate the possibility of public nuisance. Their representation highlighted that the shop floor area of Home Bargains, as indicated in a council planning application¹, would place it in the large shop category, which has restrictions on Sunday opening hours.

The report pack noted that no representations had been received from any responsible authorities. The proposed Designated Premises Supervisor for the application was Gary Egerton, who holds a Personal Licence issued by Halton Borough Council.

The report also detailed the operating schedule proposed by the applicant, outlining steps to promote the licensing objectives, including staff training, CCTV provision, and the operation of a Challenge 25 scheme to prevent underage sales. The report referenced relevant sections of the Secretary of State's Guidance² and Hillingdon's Licensing Policy³ concerning the promotion of the licensing objectives, particularly the prevention of public nuisance and the consideration of representations.

The report indicated that mediation had been attempted, with the applicant's agents proposing to amend the application to seek permission to sell alcohol between 08:00 and 22:00 every day, including Sundays, to align with the trading hours of nearby premises.
