The West Northamptonshire Council held its annual meeting on Thursday 21 May 2026, electing Councillor Fiona Baker as its new Chairman and Councillor Anthony Lock as Vice-Chairman. The meeting also addressed the political balance of the council and the appointment of members to various committees and other bodies.

Election of Chairman and Vice-Chairman

Councillor Fiona Baker was elected as the new Chairman of West Northamptonshire Council for the year 2026-27, succeeding Councillor Alison Eastwood. Councillor Anthony Lock was appointed as the Vice-Chairman for the same period. Both appointments were proposed and seconded by councillors from different political groups, reflecting a cross-party agreement.

Chairman's and Leader's Announcements

Outgoing Chairman Councillor Alison Eastwood reflected on her year in office, highlighting civic events and thanking officers and colleagues. She also announced her chosen charities for the year: Spring Community Hub and New Leaf Learning, both of which support children and families.

The Leader of the Council, Councillor Mark Arnull, presented an overview of the administration's first year, emphasizing increased clarity, direction, and a focus on delivery. He highlighted key achievements such as bringing Northamptonshire Partnership Homes in-house, progress on the Local Plan, and the delivery of a balanced budget. Councillor Arnull also outlined future priorities, including tackling fly-tipping and improving SEND services. He called for professionalism within the council chamber, stating that while robust debate is expected, personal attacks are inappropriate.

Political Balance and Committee Appointments

The council reviewed the political balance following a recent by-election in the Hackleton and Roade Ward, which resulted in Councillor Laura Weston joining the Reform UK Group, increasing their representation to 40 seats. Despite this change, the report indicated that no adjustment to the allocation of seats on committees was required due to the existing majority held by the Reform UK group.

The meeting also confirmed the appointment of Committee Chairs, Deputy Chairs, and members to various committees and joint committees. The names of the Leaders and Deputy Leaders of the political groups, as well as the members of the Cabinet, were noted. The council delegated the power to appoint councillors and substitute councillors to committees and sub-committees to the Monitoring Officer, in accordance with the wishes of the Group Leaders.

During the debate on committee appointments, emphasis was placed on the importance of professionalism, good judgment, and appropriate behaviour, particularly for roles connected to children's services. Concerns were raised about the standards expected and upheld within the council, with a call for behaviour to reflect integrity, accountability, and professionalism.
