The Licensing Sub-Committee of Sutton Council was scheduled to discuss a new premises licence application for Madol Doova Restaurant. The committee was also set to review the standard procedures for licensing hearings.
Licence Application for Madol Doova Restaurant
The primary item scheduled for discussion was a new premises licence application for Madol Doova Restaurant, located at 79 Manor Road, Wallington, SM6 0DE. The application sought authorisation for the sale of alcohol for consumption on and off the premises between 10:00 am and 00:00 am from Sunday to Thursday, and 10:00 am to 01:00 am on Fridays and Saturdays. Additionally, the application requested permission for live and recorded music from 10:00 am to 23:00 pm on Sundays to Thursdays, and until 01:00 am on Fridays and Saturdays. The provision of late-night refreshment was also requested between 23:00 pm and 00:00 am from Sunday to Thursday, and until 01:00 am on Fridays and Saturdays.
The report pack indicated that initial concerns regarding the application were raised by the Metropolitan Police and Trading Standards Officer, which were subsequently addressed through amendments to the operating schedule. However, the Council's Pollution Control Team submitted a representation concerning public nuisance, and one other representation was received from Other Parties
relating to the prevention of crime and disorder and public nuisance.
The report detailed the proposed operating hours and conditions put forward by the applicant, Madol Doova Ltd, to promote the four licensing objectives: the prevention of crime and disorder, public safety, the prevention of public nuisance, and the protection of children from harm. These included measures such as CCTV operation, staff training on underage sales prevention, a noise management plan, and a 'Challenge 25' age verification policy.
Representations were also included from the Lead Officer for Pollution Control, who expressed concerns about the potential impact of extended hours on surrounding residents, particularly regarding noise. Councillor [Redacted] also submitted a representation, echoing concerns about noise from the external terrace area and suggesting a midnight closure for this area.
The committee was to consider these representations and determine whether to grant the application as requested, grant it with conditions, exclude certain licensable activities, or reject the application entirely.
