The Development Control Committee of West Suffolk Council met on Wednesday 3 June 2026 to consider a range of planning applications. The agenda included a significant proposal for a supermarket and drive-through restaurant, a temporary construction access for a large housing development, and applications for advertisement consent and a variation of a planning condition related to bus stop provision.
Planning Application DC/25/1065/FUL - Land North of Rougham Hill, Bury St Edmunds
A key item scheduled for discussion was the planning application for a supermarket and drive-through restaurant with associated car parking and ancillary development on land north of Rougham Hill in Bury St Edmunds. The site, formerly a household waste recycling centre, is located within the countryside but is considered to be well-related to the settlement and enclosed by existing development and infrastructure. The proposal was assessed against the West Suffolk Local Plan policies, including those relating to the spatial strategy, retail development, and economic development in the countryside.
The report pack indicated that the application had undergone significant evolution following extensive consultation with various stakeholders. Key considerations included the sequential test for retail development, a retail impact assessment, and the proximity of the site to schools and areas where children might congregate. The proposal also aimed to make effective use of previously developed land, a principle strongly supported by the National Planning Policy Framework (NPPF).
The report detailed the economic benefits of the development, including job creation and investment, as well as enhanced consumer choice. However, a significant point of contention was the failure of the proposal to meet the BREEAM 'Excellent' standard required by Policy LP1 of the West Suffolk Local Plan, which aims to promote sustainable design and construction. This shortfall attracted significant negative weight in the planning balance. Other considerations included transport and accessibility, landscape and ecological impacts, flooding and sustainable drainage, and residential amenity.
Planning Application DC/26/0057/FUL - Land North East of Bury St Edmunds, Bury Road, Great Barton
The committee was scheduled to consider a planning application for a temporary construction access to serve an already consented residential development on land north east of Bury St Edmunds. This access was required to facilitate the build-out of Phase 1 of the wider development, as the permanent northern roundabout, though consented, could not serve this purpose during its own construction. The application sought temporary permission for up to three years, after which the land would be reinstated.
The report highlighted that the principle of the wider development was established through a hybrid planning permission granted on appeal in October 2022. The current application was seen as a refinement of the indicative construction strategy rather than a departure from a fixed arrangement. Key considerations included highway safety and traffic management, with detailed assessment by Suffolk County Council as the Local Highway Authority. Concerns raised by Great Barton Parish Council and local residents regarding highway safety, traffic volumes, amenity impacts, and environmental considerations were also detailed. The report noted that the proposal aimed to achieve a minimum 10% Biodiversity Net Gain (BNG) and included measures for landscape reinstatement.
Planning Application DC/26/0228/ADV - 14 Prospect Row, Bury St Edmunds
An application for advertisement consent was scheduled for discussion concerning 35 projecting signs at the Arc shopping centre in Bury St Edmunds. The signs were proposed to project from existing concrete pillars and advertise individual shops. Amendments had been received to omit lighting from the proposed signs. The assessment focused on public safety and amenity, with consideration given to the character and appearance of the Bury St Edmunds Town Centre Conservation Area. Objections had been raised by the Bury St Edmunds Town Council, the Ward Councillor, and local residents, citing concerns about the signs being intrusive, unnecessary, and potentially adding clutter.
Planning Application DC/26/0708/VAR - Land opposite Kingshall Farmhouse, Kingshall Street, Rougham
The committee was also scheduled to consider a planning application to vary a condition on a previously approved development of 13 dwellings in Rougham. The application sought to amend the trigger for the implementation of a bus stop scheme, originally required before the first occupation of any new dwelling. Due to unforeseen delays, including an obstruction in the highway and civil issues, the applicant was seeking to change the trigger to the occupation of the 13th dwelling. Suffolk County Council Highways Authority considered it prudent to allow this leniency. Concerns had been raised by local residents regarding the bus stop's location, size, and impact on sight lines, as well as broader concerns about the development's impact on drainage, traffic, amenity, biodiversity, and local character.
Procedural Matters
The agenda also included procedural items such as the election of a Chair and Vice Chair for the 2026/2027 term, apologies for absence, and the confirmation of minutes from the previous meeting held on 29 April 2026. Members were reminded of their responsibility to declare any disclosable pecuniary interests. A site visit was scheduled to take place on Monday 1 June 2026 for the application at Land North of Rougham Hill.
