The Licensing Sub Committee Hearing Panel convened to consider applications for new and varied premises licences, as well as temporary event notices. The panel was scheduled to discuss three premises licence applications: one for a new licence at Nice Day Off Licence, and variations for One Stop Convenience and The Shiredale. Additionally, several temporary event notices for Fallowfield Service Station were scheduled for discussion, all of which had attracted objections.
Application for New Premises Licence - Nice Day Off Licence, 99A Beresford Road, Manchester, M13 0TA
The panel was scheduled to consider an application for a new premises licence for Nice Day Off Licence, located at 99A Beresford Road, Manchester, M13 0TA. The applicant, Jasbir Singh Rathour, proposed operating the premises as a convenience shop and off-licence with proposed opening hours from 10:00 to 00:00 daily. The application had attracted objections from Greater Manchester Police (GMP) and the Licensing and Out of Hours Compliance Team, citing concerns regarding the prevention of crime and disorder, and public nuisance. Residents also submitted objections on similar grounds, highlighting potential increases in street drinking, noise, littering, and antisocial behaviour in the predominantly residential area. Concerns were also raised about increased traffic and parking pressures. The report indicated that the applicant had proposed conditions to promote the licensing objectives, including CCTV installation and a Challenge 25 policy.
Application for Variation of a Premises Licence - One Stop Convenience, 440-442 Wilmslow Road, Manchester, M20 3BW
A variation to the premises licence for One Stop Convenience, located at 440-442 Wilmslow Road, Manchester, M20 3BW, was scheduled for discussion. The application sought to extend the hours for the sale of alcohol and the premises' opening times from the current 7am to 10pm daily to 7am to 1am daily. This application had attracted multiple objections from the Licensing and Out of Hours Compliance Team, a Ward Councillor, and several local residents and businesses. The grounds for objection centred on the potential for increased noise, antisocial behaviour, and public nuisance, particularly given the premises' location within the Withington Special Policy Area. Concerns were raised about the cumulative impact of late-night alcohol sales in an area already experiencing issues with noise, street drinking, and littering. The Licensing and Out of Hours Compliance Team noted that the application did not demonstrate exceptional circumstances
as required by the Special Policy for late-night economy applications. Evidence of breaches of existing licence conditions at the premises was also presented.
Application for Variation of a Premises Licence - The Shiredale, 102 Fernclough Road, Manchester, M9 5UR
The panel was scheduled to consider a variation application for The Shiredale, located at 102 Fernclough Road, Manchester, M9 5UR. The proposed variations included extending the permitted hours for the sale of alcohol, live and recorded music, late-night refreshments, and opening hours. Specifically, the application sought to extend alcohol sales from 9:30am to 1am on Sundays to Wednesdays, and 9:30am to 2am on Thursdays to Saturdays. Live music and other entertainment involving music or dance were proposed to extend until midnight or 1am on weekdays and until 1am or 2am on Fridays and Saturdays. The premises' opening hours were also proposed to be extended significantly. Greater Manchester Police (GMP) objected to the application on all four licensing objectives, citing concerns that the proposed extended hours were excessive for a premises located in a residential area. GMP highlighted a recent serious incident of violence at the premises and stated that the application lacked sufficient justification and additional control measures.
Temporary Event Notices - Fallowfield Service Station, 377-385 Wilmslow Road, Manchester, M14 6AH
A series of Temporary Event Notices (TENs) for Fallowfield Service Station, located at 377-385 Wilmslow Road, Manchester, M14 6AH, were scheduled for discussion. These TENs, submitted by Mohmed Javid Talati, were for Extended hours for the World Cup
and proposed 24-hour alcohol sales on various dates in June and July 2026. Objections were lodged by both the Licensing and Out of Hours Compliance Team and Greater Manchester Police (GMP). The objections were based on the premises' location within the Fallowfield Special Policy Area, which has pre-existing issues with alcohol-related antisocial behaviour, public nuisance, and street drinking. Both objectors argued that the applications did not demonstrate exceptional circumstances
as required by the policy for late-night economy applications and that the proposed 24-hour alcohol sales would undermine the licensing objectives, particularly the prevention of public nuisance. The current licence for the premises already permitted alcohol sales until 10pm daily, and the objections noted that the proposed extended hours were largely unnecessary to cover World Cup fixtures.
