The Licensing Sub-Committee of Southwark Council met on Thursday 26 March 2026 to consider two applications for premises licences under the Licensing Act 2003. The applications were for Oscar's Barbershop in Camberwell Road and Clubhouse in Dulwich Village.
Oscar's Barbershop, 79 Camberwell Road, London SE5 0EZ
The sub-committee was scheduled to consider an application for a premises licence for Oscar's Barbershop, located at 79 Camberwell Road, London SE5 0EZ. The application, made by Oscar Beltre Mendez, sought to allow for the sale of alcohol for consumption on the premises, with proposed hours from 13:00 to 22:30, and the premises to be open from 10:00 to 23:00 daily.
The report pack indicated that representations had been received from the Metropolitan Police Service, Trading Standards, and the Licensing authority as a responsible authority. These representations had reportedly been conciliated and withdrawn by these authorities. However, 14 further representations from other persons remained outstanding. These representations raised concerns about the suitability of a barbershop selling alcohol, potential increases in alcohol-fuelled anti-social behaviour, and the impact on residents. Some of these representations suggested measures such as restricting alcohol sales, reducing operating hours, and imposing strict conditions.
The report detailed the provisions of the Licensing Act 2003, which governs the sale of alcohol, regulated entertainment, and late-night refreshment, and outlines the four licensing objectives: prevention of crime and disorder, promotion of public safety, prevention of nuisance, and protection of children from harm. It also referenced Southwark Council's Statement of Licensing Policy 2021-20261, which provides guidance on determining licence applications.
The applicant, Oscar Beltre Mendez, had agreed to various conditions proposed by the responsible authorities, including those related to CCTV, staff training, a Challenge 25
policy, and an incident log. These agreed conditions were listed in Appendix E of the public reports pack2.
Clubhouse, 80 Dulwich Village, London SE21 7AJ
The sub-committee was also scheduled to consider a new premises licence application for Clubhouse, located at 80 Dulwich Village, London SE21 7AJ. The application was made by Simba Dulwich Ltd. The proposed licensable activities included the sale of alcohol for consumption on the premises, with hours from 12:00 to 22:00 Monday to Thursday, 12:00 to 22:30 on Fridays and Saturdays, and 12:00 to 20:30 on Sundays. The premises would be open from 10:00 to 23:00 Monday to Saturday, and 10:00 to 21:00 on Sundays. Recorded music (indoors) was also part of the application, though it was noted that the applicant had withdrawn this element as no licence permission was required for background ambient music.
Representations had been received from the Metropolitan Police Service and Trading Standards, both of which had subsequently withdrawn their objections after agreeing on conditions with the applicant. However, five further representations from other persons remained outstanding. These representations expressed concerns about the potential adverse impact on nearby residents and an increase in public nuisance.
The report outlined the history of the premises, noting that it had previously been licensed but the licence had lapsed. It also listed other licensed premises within a 100-metre radius of Clubhouse, including Bartleys Flowers, Simply Fresh, The Real Greek, Pizza Express, Crown & Greyhound, Rocca Di Papa, and Dulwich Vintners.
Similar to the Oscar's Barbershop application, the report referenced the Licensing Act 2003 and Southwark's Statement of Licensing Policy. The applicant had agreed to conditions proposed by the police and Trading Standards, which were detailed in Appendix D of the public reports pack3. These conditions included measures related to CCTV, staff training, a Challenge 25
policy, a welfare and vulnerability policy, and a dispersal policy.
