The Licensing Panel of Hounslow Council met on Tuesday 9 June 2026 to consider an application for a premises licence for The Manor Kitchen in Boston Manor Park. The meeting also included discussions on the council's licensing policy and procedures.
Application for Premises Licence at The Manor Kitchen
The primary focus of the meeting was to consider an application for a premises licence for The Manor Kitchen, located in Boston Manor Park on Boston Manor Road, Brentford. The application was submitted by Good Apples Ltd and sought permission to supply alcohol for consumption on and off the premises, and to provide live and recorded music. The proposed hours for the supply of alcohol were Monday to Sunday from 11:30 to 22:00, and for music, Monday to Sunday from 10:00 to 20:00. The premises' opening hours were proposed to be Monday to Sunday from 10:00 to 22:00.
The report pack outlined the operating schedule proposed by the applicant to promote the four licensing objectives: the prevention of crime and disorder, public safety, the prevention of public nuisance, and the protection of children from harm. Measures included a Challenge 25
policy for alcohol sales, a CCTV system, staff training, and the use of polycarbonate drinking vessels for outdoor consumption.
The application had been advertised, and while no representations were received from responsible authorities such as the Police or Licensing Enforcement, one representation was received from a member of the public. This representation raised concerns about the potential for alcohol abuse by young people and the possibility of noise nuisance from music. The applicant, Jonathan Ashby of Good Apples Ltd, provided a reply to these concerns, clarifying the intended use of the premises as a café supporting cultural activities at Boston Manor House, rather than a large-scale drinking venue.
The report also detailed agreed conditions between the applicant and the Police and Licensing Enforcement, which were intended to be added to the licence if granted. These conditions covered aspects such as CCTV operation, an incident log, staff training, and the use of polycarbonate containers.
The Panel had the option to grant the application in full, grant it with modifications, or reject it.
Licensing Act 2003 and Council Policy
The meeting agenda also included items related to the Licensing Act 2003 and the Hounslow Licensing Policy. This included a note from the Monitoring Officer regarding interests, the appointment of a Chair for the panel, and a review of the procedure for conducting panel hearings. The comprehensive Hounslow Licensing Policy document, which outlines the council's approach to licensing applications and the promotion of the four licensing objectives, was also available for consideration. This policy details the council's stance on various issues, including cumulative impact, licensing hours, and the integration of licensing with other council strategies.
