The Licensing Sub-Committee of Enfield Council met on Wednesday, 15 April 2026, to consider applications for new and varied premises licences. The meeting's agenda included discussions on a new premises licence for Moon Lounge and a variation to the existing licence for Churchfields Recreation Ground.
Moon Lounge, Unit C7B, Angel Road Works, Advent Way, London, N18 3BH
The committee was scheduled to consider an application for a new premises licence for Moon Lounge. The applicant, Fation Gjana, sought to operate the venue as a late-night club bar and lounge, with proposed opening hours from 10:00 to 04:00 daily. The sale of alcohol was requested from 10:00 to 03:30 daily, with live and recorded music and dance performances also proposed until 03:30.
Representations were made by the Metropolitan Police, the Licensing Authority, and two Other Parties
(neighbouring businesses). The Police objected to the application in its entirety, citing concerns about the prevention of crime and disorder, public nuisance, and public safety. They highlighted the premises' location within an industrial estate with existing crime statistics and the potential for increased issues due to late operating hours and proximity to other late-night venues. The Licensing Authority also objected, raising similar concerns about crime, disorder, public nuisance, and public safety, noting the premises' industrial planning use and the applicant's initial inability to provide satisfactory details on security and safeguarding measures. The Other Parties
also objected, citing concerns about disorder, unsafe conditions, and inadequate security and crowd management.
The applicant's agent submitted a revised representation, indicating a change to the operating days to Fridays and Saturdays only, with slightly reduced timings for opening hours and alcohol sales. They also proposed significant safeguards, including SIA-trained door supervisors, an ID scanning system, and a structured dispersal procedure. The applicant's submission stated that the proposal did not introduce a new risk, as a similar premises already operated within the same building.
Churchfields Recreation Ground, Great Cambridge Road, London, N9 9LE
The committee was also scheduled to consider a variation to the existing premises licence for Churchfields Recreation Ground, held by the British Alevi Federation. The application sought to extend indoor sporting events by one hour earlier in the morning (09:00 to 21:00), add on-sales of alcohol from 12:00 to 23:00 daily, and amend the plan of the building. A separate application to vary the Designated Premises Supervisor, naming Mr Koksal Sen, was also not subject to objections.
The Police and Licensing Authority initially made representations seeking conditions and a slight reduction in alcohol hours, which were subsequently agreed upon by the British Alevi Federation, leading to the withdrawal of these representations. However, twelve local residents (Other Parties
) submitted objections, arguing that the application would undermine all four licensing objectives. Their concerns primarily focused on the unsuitability of the location in a residential and school-adjacent area, the prevention of public nuisance due to noise and disturbance, cumulative impact with existing licensed premises, public safety risks related to traffic and parking, and the protection of children from harm. Some representations also referenced previous issues with noise abatement notices and alleged breaches of licence conditions.
The proposed variation times included indoor opening hours from 08:00 to 23:00 daily, outdoor opening hours from 10:00 to 22:00 on Saturdays and Sundays, and indoor sporting events from 09:00 to 21:00 daily. Live and recorded music, dance performances, and anything of a similar description were proposed for indoors from 12:00 to 23:00 daily, and outdoors on Saturdays and Sundays from 13:00 to 19:00. The sale of alcohol (on-sales only) was requested from 12:00 to 22:30 daily. The British Alevi Federation stated that the proposed variation would not undermine the licensing objectives and outlined steps to promote public safety, prevent crime and disorder, prevent public nuisance, and protect children from harm, including staff training, CCTV, and a Challenge 25 policy.
The meeting also included standard agenda items such as the appointment of a chair, welcome and apologies, declarations of interest, and the minutes of the previous meeting.
