The Licensing and Appeals Sub Committee Hearing Panel of Manchester Council met on Monday 15 June 2026. The meeting was scheduled to consider several applications for new private hire driver licences.
Applications for New Private Hire Driver Licences
The panel was scheduled to consider applications for new private hire driver licences from the following individuals: AAM, GA, HRD, IS, KC, MA, MUA, OJW, and TH. Reports detailing each of these applications were provided to the committee members. The specific details of each application and any recommendations made by officers are contained within the public reports pack.
The agenda also included standard procedural items such as the consideration of urgent business and any appeals from the public against the refusal to allow inspection of background documents or the inclusion of items in the confidential part of the agenda. Members were also scheduled to declare any personal, prejudicial, or disclosable pecuniary interests.
The panel was also scheduled to consider the exclusion of the public from certain parts of the meeting. This was based on the officers' view that specific items contained exempt information under the Local Government Access to Information Act 1972, and that the public interest in maintaining this exemption outweighed the public interest in disclosure.
The Licensing and Appeals Sub Committee Hearing Panel is responsible for fulfilling the functions of the Licensing Authority concerning the licensing of taxi drivers, street traders, and sexual entertainment venues. Decisions made by the panel are under delegated authority and do not require referral to the full Council for approval.
