The report highlights that overview and scrutiny are statutory requirements for councils, designed to provide constructive challenge and amplify public voices. It also outlines how Hillingdon arranges its scrutiny functions across several select committees, each aligned with specific Cabinet portfolios and directorates. The report details the general responsibilities of select committees, including monitoring the Cabinet Forward Plan, post-decision scrutiny through the call-in procedure, and undertaking in-depth policy reviews. A key change for the current year is that routine budget and performance reports will now be considered by the Audit, Finance & Performance Committee, with a focus on strengthening oversight and reducing duplication.
Cabinet Forward Plan
The committee is scheduled to consider the Cabinet's latest Forward Plan, which outlines key decisions and other decisions to be made by the Cabinet and individual Cabinet Members over the coming year. The report details the actions available to the committee in monitoring this plan, which include providing specific comments on future Cabinet or Cabinet Member reports, requesting further information on upcoming items, and potentially reviewing draft reports before they are formally considered. The committee can also identify forthcoming reports that may warrant a post-decision review at a later meeting. The Forward Plan itself is published monthly and serves as public notice of future key decisions.
Work Programme
The committee will review its multi-year work programme for the municipal years 2026-2030. This document outlines the planned activities for each committee meeting, allowing for flexibility in undertaking in-depth reviews and reporting findings to the Cabinet. The work programme spans across municipal years to facilitate more comprehensive reviews and better planning for monitoring purposes. The agenda includes specific items scheduled for discussion throughout the 2026/2027 municipal year, covering areas such as Growth Strategy, Planning Services, Housing Strategy, and Digital Services. The committee is expected to consider and agree any amendments to this programme.
