The Western Area Planning Committee of Wiltshire Council is scheduled to meet on Wednesday 17 June 2026. The committee will consider a range of planning applications, including proposals for new workshop units and roof alterations, as well as reviewing planning appeals and updates.
Enfield Works, Upper Westwood
A significant item on the agenda is the proposed development at Enfield Works, Upper Westwood, Wiltshire, BA15 2DH. The plans outline the demolition of an existing office building and its replacement with two new workshop units, along with an extension to an existing pottery workshop. Associated drainage and landscaping works are also included. This application was previously deferred at the April meeting to allow for further public consultation and site notices to be displayed. Concerns have been raised by Councillor Nigel White regarding the scale of the development, its visual impact on the surrounding Cotswolds National Landscape and the Westwood Conservation Area, as well as environmental and highway impacts. The report notes that the site is located within the West Wiltshire Green Belt and the Cotswolds National Landscape, and officers have assessed the proposal against policies concerning the Green Belt, landscape character, and the Countryside and Rights of Way Act 2000, which places a duty on authorities to conserve and enhance the natural beauty of National Landscapes.
243B Melksham Road, Holt
The committee will also consider proposed roof alterations and extensions at 243B Melksham Road, Holt, Trowbridge, BA14 6QW. This householder application seeks to remodel and extend the existing roof to create additional habitable space, along with a wraparound single-storey extension. The proposal has been called in by Councillor Trevor Carbin due to concerns about the relationship with adjoining properties. Representations have been received from a neighbour expressing concerns about privacy, loss of daylight, and the impact of construction traffic. The report addresses these concerns in relation to Wiltshire Core Strategy Core Policy 57, the Wiltshire Design Guide, and highway safety.
Planning Appeals and Updates
The committee is scheduled to receive details of completed and pending planning appeals. This includes information on appeals decided between April and June 2026, such as the dismissal of an appeal concerning residential dwellings on land south of Drynham Lane, Trowbridge, and the decision on an appeal regarding the siting of a static caravan at Outmarsh Farm, Semington. The report also details the Inspector's decision and reasoning for dismissing the appeal at Land South of Drynham Lane, Trowbridge, citing conflicts with the development plan regarding affordable housing, infrastructure, ecological impacts, noise, and flood risk.
