Environment and Infrastructure Services Directorate Strategic Plan 2026-27
The committee will consider the Environment and Infrastructure Services Directorate Strategic Plan for 2026-27. This plan outlines the directorate's vision, priorities, and performance measures, demonstrating how it contributes to the Council Plan Priorities for 2024-2029. The report highlights the directorate's focus on sustainability, resilience, and measurable goals, acknowledging the challenging environment of financial constraints, rising demand, and the need to adapt to climate change and Net Zero commitments. Key priorities for 2026-27 include the delivery of efficient and sustainable services, investment in the workforce, infrastructure, and digital capability, fostering innovation and continuous improvement, maintaining strong governance and compliance, collaborating with partners and communities, and delivering long-term impact. The committee is recommended to consider, comment on, and endorse the Strategic Plan, and to instruct the Director of Environment and Infrastructure Services to present six-monthly performance reports.
Roads and Infrastructure Capital Programmes of Work 2026-27
A significant portion of the meeting will be dedicated to the Roads and Infrastructure Capital Programmes of Work for 2026-27. The report details the prioritisation of capital schemes across the Roads and Infrastructure Service and collates comments from Area Committees. The Capital Plan includes substantial allocations for Roads Resurfacing and Reconstruction (£6,000,000), Road Drainage (£250,000), Street Lighting Works (£200,000), Bridges & Structures (£3,000,000), Harbours (£1,350,000), Coast Protection (£75,000), and Flooding (£197,000). The report notes that inflationary factors continue to increase the cost of materials, fuel, and services, and that the road network continues to grow as new developments are adopted. The committee is recommended to consider the comments made by Area Committees and agree the prioritised lists of Capital works for 2026-27.
Fleet Services Strategic Plan 2020-2030 Update
An update on the progress of the Fleet Services Strategic Plan 2020–2030 will be presented. The report will highlight how the Service is responding to an internal audit recommendation regarding the risk assessment of electric and hydrogen vehicle availability and resilience, and the formalisation of a detailed schedule for proposed fleet replacement investment plans. The report updates the committee on the strategic context for fleet decarbonisation and summarises the outcome of a refreshed risk assessment, outlining the need for a revised approach to fleet replacement and supporting infrastructure investment due to changes in legislation, vehicle technology, and costs. The committee is recommended to note the progress made, consider and approve the updated strategic approach, agree that officers should finalise a fleet replacement investment schedule, and instruct officers to update the Chief Internal Auditor.
Speed Management Review Update
The committee will receive an update on the development of a revised Speed Management framework. This new framework is based on a Safe System and place-based methodology, moving away from a predominantly rules-based model to one centred on risk assessment. The revised approach will place greater emphasis on the likelihood and severity of consequences arising from driver error, and the interaction between vehicles and vulnerable road users. It will also incorporate a structured place-based assessment, considering pedestrian activity, community severance, amenity, and perceptions of safety, complementing traditional engineering inputs. The committee is recommended to acknowledge the update and endorse the approach, agreeing that officers develop the detailed Policy and Procedures.
Transport Transformation: Transportation Member Officer Working Group - Terms of Reference
The committee will be asked to approve the Terms of Reference for the newly established Transportation Member Officer Working Group (MOWG). This group has been formed to consolidate existing transport-related Member Officer Working Groups, aiming to reduce duplication and improve strategic oversight. The proposed Terms of Reference outline the purpose, remit, membership, and governance arrangements for the MOWG, which will operate as an advisory body. The committee is recommended to approve the Terms of Reference, agree the political representation, confirm the appointment of the Chair and Vice Chair, agree to include the remit of the A947 Route Improvement Strategy MOWG, and note that the MOWG will operate in an advisory capacity.
