Demolition of Garages and Erection of Four Dwellings in Chesham
A significant item on the agenda concerns a planning application for the demolition of existing garages and the erection of four new dwellings across two sites at Land at The Rear of Five Acres & Trapps Lane and Pheasant Rise, Trapps Lane, Chesham1. This application was previously deferred by the committee for further investigation into parking concerns. Since then, the applicant has undertaken further work, including appointing new consultants and conducting additional public consultation. This application seeks outline consent, meaning that while the principle of development is being assessed, detailed matters such as appearance, landscaping, layout, and scale are reserved for future consideration. The primary focus for this stage is the proposed new vehicular access onto Whielden Street. The report pack highlights potential harm to the heritage of Amersham Old Town conservation area, increased traffic, loss of parking, ecological impacts, and drainage and flood risk concerns, which have been raised by ward members and the public. Amersham and Chiltern Rugby Club Development

This application seeks permission for a range of enhancements to sporting facilities, including a new 3G training pitch, four padel tennis courts with associated canopies, a perimeter running track, and improvements to the outdoor gym and car park. Additionally, the plans include the erection of a 60-bed care home (Use Class C2) in the south-eastern part of the site, along with extensions to the clubhouse and landscaping improvements. Land at Old Jobs, Chalfont St Peter Development
Finally, the committee will review a proposal for the construction of seven dwellings, with associated access, landscaping, and open space, at Land at Old Jobs, Narcot Lane, Chalfont St Peter7. The report suggests that this development is not considered inappropriate development within the Green Belt, as it meets specific exceptions outlined in the NPPF. The proposals are deemed not to have adverse impacts on the character and appearance of the area, neighbouring amenities, highway safety, flooding, ecology, or landscape. A key consideration for this application is the need for mitigation measures related to the Burnham Beeches Special Area of Conservation (SAC)8, which the applicant has agreed to address through a financial contribution secured via a planning obligation. The recommendation is to grant conditional permission, subject to the satisfactory completion of this planning obligation.
