The Transport, Environment, Communities & Climate Change Select Committee of Buckinghamshire Council is scheduled to meet on Tuesday 23 June 2026. The meeting's agenda includes discussions on the Local Transport Plan 5, performance monitoring for key portfolios, and the committee's future work programme.
Local Transport Plan 5 Update
A significant item on the agenda is an update on the Local Transport Plan 5 (LTP5). This plan, which will guide future transport work in Buckinghamshire, has undergone public consultation. The report scheduled for discussion will provide an overview of the progress made on the draft LTP5, including how feedback from the consultation has been analysed and incorporated. The LTP5 is set to replace the previous Local Transport Plan 4 (LTP4) and aims to align with the council's Corporate Plan, the Local Plan for Buckinghamshire (LP4B), and the Economic Growth Plan. Key changes proposed following the consultation include the addition of an accessibility theme and an integrated ticketing policy, alongside other minor amendments to clarify the plan's role and delivery processes. The adoption of the LTP5 as council policy is anticipated in September 2026.
Performance Monitoring Q4 2025 to 2026
The committee is also scheduled to review the performance monitoring for the fourth quarter of the 2025 to 2026 financial year. This will involve an evaluation of key performance indicators across three portfolios: Transport, Environment, Climate Change & Waste, and Communities. Reports detail performance in areas such as the percentage of Category 1 defects repaired within five working days, the percentage of household waste recycling, and the number of new Domestic Abuse Champions recruited and trained. For instance, the Transport portfolio report indicates that the percentage of Category 1 defects repaired within five working days dipped to 85% in Q4, below the target of 95%, attributed to adverse weather conditions. The Environment, Climate Change & Waste portfolio report shows a household waste recycling rate of 49.1% for the 12 months ending Q2 2025/26, below the target of 50.9%. The Communities portfolio report highlights that the average spend per person supported by the Household Support Fund was £748, above the banded target.
Work Programme
The committee will also consider its upcoming work programme. This forward-looking item will outline the topics and discussions planned for future meetings, providing an overview of the committee's scrutiny activities for the period ahead. The work programme includes planned discussions on subjects such as Heathrow Expansion, Digital Exclusion, the Local Nature Recovery Strategy, Home to School Transport, and the Bus Service Improvement Programme.
The meeting will also include a session for Public Questions, offering an opportunity for residents, workers, or students in Buckinghamshire to submit questions in advance relating to agenda items.
