The Adult Social Care and Health Overview and Scrutiny Committee of Warwickshire Council is scheduled to meet on Wednesday 24 June 2026. The meeting's agenda includes a review of the past year's performance in adult social care and health services, as well as opportunities for councillors to question the Portfolio Holder and NHS representatives.

The report indicates that for the Council Delivery Plan (CDP), 80% of activities are on track, with 10% delayed and 10% facing challenges, all of which are subject to mitigation efforts. Within the Performance Management Framework (PMF), 58% of Key Business Measures (KBMs) are reported as achieved or delivering, a figure consistent with the previous quarter. Positive performance is noted in areas such as the percentage of smokers who have successfully quit at four weeks.
However, two KBMs are identified as challenging: the percentage of older people supported in long-term services who remain in the community, and the number of carer assessments and reviews completed. The report also highlights a projected cumulative net service overspend of £6.909m for services reporting to the committee, equivalent to 2.4% of their revenue budget. Saving targets are forecast to be underachieved by £5.355m, representing 38% of the current year's target.
In terms of risk management, the strategic risk profile has remained static, with three strategic risks still rated as 'red'. No new strategic risks have been added or closed. Directorate-level risks relevant to the committee include a 'red' rating for Sustained demand for services and current market forces continues to put financial pressure on Adult Social Care services and the Council's resilience and sustainability.
The report also outlines future performance reporting arrangements for 2026/27, including updates to the PMF and the introduction of a Local Outcomes Framework (LOF).
Questions to Portfolio Holders and the NHS
The committee is scheduled to allocate up to 30 minutes for members to ask questions of Councillor Anne-Marie Sonko, the Portfolio Holder for Adult Social Care and Health. Additionally, there will be an opportunity for members to pose questions to NHS commissioners and service providers, provided notice has been given in advance.

A slot is also reserved for public speaking, allowing residents or service users to make statements or ask questions on matters within the committee's remit.
