The report highlights that the committee has strategic oversight of services including parks and open spaces, waste and street cleaning, environmental health, parking, transport provision, highways maintenance, and wellbeing services. It also oversees the Council's Environment Strategy and Climate Emergency Response Plan. The report notes that the Council's carbon emissions have reduced by 57% since 2008/09, with a 44.1% reduction across the borough since 2007.
Sutton Town Centre Public Realm and Placemaking Plan
A report is scheduled to be presented seeking approval to adopt the Sutton Town Centre Public Realm and Placemaking Plan. This plan is intended to serve as the Council's strategic framework for future public realm investment within Sutton Town Centre.
Highways Term Maintenance Contracts Extension
The committee is scheduled to consider a proposal to extend three existing highway and transport service contracts. The aim of these extensions is to ensure value for money and continuity of services.
E-bike Contract Award

Petition to Extend Controlled Parking Hours on Grove Road (SM1)
The committee is scheduled to consider a petition signed by 56 residents requesting an extension of controlled parking hours on Grove Road (SM1) near Sutton High. The current controlled parking zone operates from 8am to 6:30pm, Monday to Saturday. The petition specifically asks for the hours to be extended to 7:30 AM – 8:30 PM, Monday to Friday, citing parking pressures from parents and visitors of Sutton High School, particularly during after-school activities. The report indicates that a review of the parking arrangements will be undertaken, with the earliest commencement date for this review being September 2026.
Petition for a Pedestrian/Zebra Crossing in Thornton Road
A petition signed by 73 residents requesting the installation of a zebra or pedestrian crossing on Thornton Road, Carshalton, between Waltham Road and Tewkesbury Road, is also scheduled for discussion. The petition highlights the safety concerns for children and parents crossing the road to access Tweeddale Primary School. The report suggests that a feasibility investigation will be carried out to assess the proposal, with findings to be reported back to the lead petitioner. The earliest this feasibility assessment could begin is October 2026. An initial review of collision data in the area showed two slight collisions in the last five years, neither involving pedestrians.
