The Sub-Committee is also scheduled to consider an application for the review of the premises licence for Flor De Samba, located at Unit 67, Broadway Market, 29 Tooting High Street, London, SW17 0RJ. This review has been initiated by Barbara Vece from the Home Office Immigration Enforcement Licensing Compliance Team (IELCT).

The grounds for the review are that the premises licence holder, Samba BR Ltd, is believed to have failed to uphold the licensing objective of the prevention of crime and disorder, specifically due to the identification of illegal working at the premises following an immigration enforcement visit on 8 August 2025. The IELCT is requesting that the premises licence be revoked.

Background information indicates that the premises licence was transferred to Samba BR Ltd in February 2025. A subsequent change of the company's registered office address was not notified to the licensing authority, which is a breach of Section 33(6) of the Licensing Act 2003. Furthermore, licensing officers were informed that Samba BR Ltd had vacated the market and the unit appeared closed. An application to transfer the premises licence to new operators, trading as Streat Latin Food, has since been received.

The immigration enforcement visit on 8 August 2025 identified one individual working illegally and two individuals who did not have the right to live or work in the UK. Following this, Samba BR Limited was issued with a civil penalty of £40,000 for employing an individual without the right to work, which remains outstanding. The report notes that the Statutory Guidance3 suggests that employing individuals disqualified from work due to their immigration status should be treated particularly seriously, and revocation of the licence should be considered.

The IELCT argues that merely imposing additional conditions or a suspension would be insufficient to deter future instances of employing illegal workers. They are therefore requesting the revocation of the premises licence. No representations have been received from other responsible authorities or other persons regarding this review application.
