The Greater Manchester Combined Authority (GMCA) is scheduled to convene on Friday, 26 June 2026. The meeting's agenda includes a review of the GMCA Constitution, an update on the Greater Manchester Race Equity Framework, and a discussion on the Prevention Demonstrator programme.
Review of GMCA Constitution
A significant item on the agenda is the proposed review of the GMCA Constitution. This review, led by Gillian Duckworth, Group Solicitor and Monitoring Officer, aims to enhance the efficiency of governance and decision-making processes. A key recommendation is the establishment of an Investment Sub-Committee, which would provide a dedicated forum for overseeing investments, particularly those related to the Good Growth Fund. The Good Growth Fund, established in November 2025, blends government funding with GMCA borrowing and commitments from the Greater Manchester Pension Fund and the National Wealth Fund to invest in strategic projects across all ten boroughs. The report also proposes refreshed officer delegations and updates to financial regulations and contract procurement rules. Furthermore, it addresses amendments stemming from the English Devolution and Community Empowerment Act 2026.
Greater Manchester Race Equity Framework: Annual Update
Lynne Ridsdale, Portfolio Lead Chief Executive for Equalities and Communities, will present an annual update on the Greater Manchester Race Equity Framework. This framework, endorsed by GMCA leaders in October 2023, aims to tackle racial inequalities across the region. The report will detail collective progress made over the past year, highlighting increased leadership visibility, strengthened engagement with racially diverse communities, and improved use of data and equality impact tools. Key deliverables for the next 12 months are also outlined, focusing on enhancing leadership capability, standardising anti-racism policies, increasing transparency, and embedding race equity across strategic ambitions. The framework aligns with the NHS Anti-Racism Framework and aims to foster good relations and advance equality of opportunity, as required by the Equality Act 2010.
Prevention Demonstrator: Moving to Delivery
Warren Heppolette, Prevention Demonstrator Director, will present an update on Greater Manchester's approach to implementation as the UK's first national Prevention Demonstrator. This initiative, supported by cross-government backing, aims to test the hypothesis that a system-wide shift to prevention and early help can improve outcomes and reduce pressure on public services. The report details the importance of the Live Well
ambition as a preventative system and outlines the evaluation framework designed to capture evidence of what works. It also confirms the strategy for system-wide mobilisation and how learning from preventative approaches will be integrated into planning and budget-setting processes. The agenda item seeks endorsement for the approach to mobilise the Prevention Demonstrator, the participation of all ten areas, the alignment of resources, and the connection of evaluation outputs to financial planning and devolution negotiations.
Building a Stronger Early Education and Childcare Workforce
A report from Councillor Mary Callaghan, Chair of the Task and Finish Group, will present the final findings of a review into workforce retention and quality within early education and childcare. The review highlights the critical role of early education and childcare as essential infrastructure and emphasises the need for a supported, valued, and stable workforce. Key recommendations include recognising the sector as an enabler of economic growth and prevention, making it a desired career choice, increasing data insight without burdening providers, championing the real living wage, investing in professional development, promoting integrated models, pursuing market reform, and strengthening partnership working. The report details challenges such as low pay, high workload, and insufficient training, which contribute to staff turnover and impact the quality of provision.
Private Hire Vehicle Support Fund
Caroline Simpson, Group Chief Executive, and Sara Todd, Chief Executive of Trafford Council and GM Taxi Lead, will present a report seeking approval to revise the Private Hire Vehicle (PHV) Support Fund. The proposed revision involves removing the loan element and moving to a grant-only model to assist eligible PHV owners in replacing older, non-compliant vehicles with cleaner, compliant ones. This change is recommended due to higher-than-anticipated delivery costs and regulatory complexities associated with a regulated loan product. The revised scheme proposes a £2,500 grant per eligible vehicle, with an estimated maximum total cost of £1.98 million. The report also outlines eligibility criteria, including provision for retrospective grant funding.
Review of GMCA Constitution
Further details are provided on the review of the GMCA Constitution, led by Gillian Duckworth. The report recommends the approval of the creation of an Investment Sub-Committee and the adoption of a revised Constitution. The Investment Sub-Committee is proposed to manage the increasing volume and scale of investments from the Good Growth Fund, which aims to support delivery of the Greater Manchester Strategy by bridging funding gaps for projects where the market has not been willing to invest. The report also details refreshed officer delegations and changes to financial regulations and contract procurement rules, including a new delegation to the Chief Finance Officer for the purchase of carbon allowances and an increase in the approval threshold for TfGM contracts.
