The Licensing Act 2003 Sub-Committee of Waltham Forest Council met on Thursday 16 April 2026 to consider an application for a premises licence for the East London Brewing Company. The meeting's agenda focused on this single application, with supplementary items only to be added if deemed urgent by the Chair.
Application for Premises Licence: East London Brewing Company
The primary item scheduled for discussion was an application for a premises licence for the East London Brewing Company, located at Unit 2, Lockwood Way, Walthamstow, E17 5RB. The application sought permission for the supply of alcohol for both on and off-premises consumption, the provision of films, and specified opening hours. The proposed hours were Sunday to Wednesday from 09:00 to 22:00, and Thursday to Saturday from 09:00 to 00:00. The application also requested permission for recorded music from 23:00 to 00:00 on Thursdays, Fridays, and Saturdays, along with non-standard timings for specific holidays.
The report pack indicated that six representations had been received from other persons
during the consultation period. These representations primarily concerned the licensing objectives of the prevention of public nuisance and the prevention of crime and disorder. The report outlined the procedure for the Licensing Sub-Committee hearing, which included presentations from the applicant, responsible authorities, and other parties, followed by questions and summations before the sub-committee would retire to make its decision.
The sub-committee was asked to consider the application and decide whether to grant it in full, grant it in part, or refuse it. The report detailed the mandatory conditions that would apply to any premises licence granted under the Licensing Act 2003, covering aspects such as the supply of alcohol, exhibition of films, door supervision, age verification, and responsible drinks promotions. It also outlined the general principles for licence conditions, emphasising that they must be appropriate for promoting the licensing objectives, precise, enforceable, and tailored to the specific premises.
The report also included information on the legal implications of the application, referencing the Council's Statement of Licensing Policy and the public sector equality duty under the Equalities Act 2010. It noted that the application fee of £315.00 had been received.
The report pack also contained correspondence from individuals and groups who had made representations regarding the application. These included objections from residents such as Diana Blofeld, Jonathan Reid-Edwards, Kate Tuck, Lesley Wilson, Melissa Boran, and Tom Ferstl. Their concerns predominantly focused on the potential for increased noise pollution from outdoor recorded music, particularly during evenings and weekends, and its impact on local residents and the wildlife in the nearby Walthamstow Wetlands1. Some representations also highlighted issues with the display of application notices and the cumulative impact of existing licensed premises in the Lockwood Way area.
