The Boston Town Area Committee (BTAC) was scheduled to discuss a range of topics, including the allocation of funding for town centre improvements, the financial outturn for the 2025/26 financial year, and proposed enhancements for local play areas. The committee was also set to receive an update on the Boston Town Board and review its work programme.
Pride in Place Impact Fund
The committee was scheduled to consider the proposed programme for the £1.5 million Pride in Place Impact Fund, allocated by Central Government to support enhancements in Boston. The fund aims to boost local community pride, wellbeing, and identity through quick, practical improvements. The report outlined proposed programme structures and priority themes, with a focus on how investment in Boston town centre could be strengthened through partnership working and potential match funding. The committee was asked to consider where its own priorities and resources could align with or complement projects funded by the Impact Fund, particularly those that would increase the scale, visibility, and deliverability of priority schemes. The fund has three broad objectives: Community Spaces, Public Spaces, and High Street and Town Centre Revitalisation. It is proposed that £750,000 be allocated to Impact Grants, split into Small Grants (£5,000–£25,000) and Large Grants (£25,000–£75,000), and £700,000 for Borough High Streets and Town Centre Revitalisation. A cohort of students from Boston College were undertaking an audit of the town centre to identify areas for improvement.
2025/26 Draft Outturn Financial Position
A report was presented detailing the draft financial position for the Boston Town Area Committee (BTAC) at the end of the 2025/26 financial year. The projected outturn indicated an underspend of £104,153, which was to be transferred to the BTAC reserve. The report detailed income and expenditure across various service areas, including Open Spaces and Play Areas, Allotments, Central Park, Public Conveniences, Events, Town Centre Maintenance, and Administration. The draft reserve balance as of 31 March 2026 was projected to be £396,788, which included the minimum required reserve balance of £70,000 and £1,925 in ringfenced funds for small grants. The report noted that the minimum required reserve balance was set to increase to £100,000 from 1 April 2026.
BTAC Play Area Improvements 'Aspirations'
The committee was scheduled to review a report outlining the 'aspirations' for potential improvements to BTAC-managed open spaces and play facilities, identified during a tour on 25 September 2025. The report highlighted proposals aimed at enhancing accessibility, inclusivity, environmental value, and overall user experience, while acknowledging financial pressures. Members were asked to prioritise which improvements should be progressed to full costing, with officers seeking to secure external funding to maximise community benefit. Specific sites mentioned included Woodville Row Play Park, Broadfield Lane, St John's Road Park, Burgess Pit, Sheltons Field, and Central Park. Proposals for these areas included installing compacted stone pathways, expanding sensory and inclusive play features, introducing new play equipment such as zip wires and varied swing types, repairing or replacing ageing equipment, increasing tree planting, creating community orchards and wildflower areas, and restoring pathways in Central Park.
Boston Town Board
A verbal report was scheduled to be presented by Claire Foster, Interim Chair of the Boston Town Board. This would provide an update on the board's activities and plans.
Work Programme
The committee was due to discuss and potentially update its work programme for the current year and the upcoming municipal year. The report indicated planned agenda items for future meetings, including updates on the Community Governance Review, BTAC assets, and the Pride in Place Impact Fund. Members had previously suggested future reports on public conveniences and the work of the Town Board. A potential addition to the work programme was the provision of a skate/bike park.
