The Licensing Sub-Committee granted a new premises licence for Tiger Bay, located at 9-11 Royal Parade, Ealing, W5 1ET. The application sought permission for the retail sale of alcohol, late-night refreshment, live and recorded music, performance of dance, and similar entertainment, with proposed hours extending into the early morning, particularly on weekends.
The primary concern raised during the meeting was the potential for public nuisance, specifically in relation to noise. The Environmental Health department, represented by an Environmental Health Officer, lodged an objection based on a history of noise complaints dating back to 2018, with recent incidents in February 2026 involving loud amplified music. Officers had attended the premises and assessed the noise as intrusive and likely to disturb residents. A warning letter had been issued to the premises on 3 March 2026.
Environmental Health highlighted that Tiger Bay is situated in close proximity to residential properties, including flats directly above the venue and the Crowne Plaza Hotel approximately 50 metres away. The proposed operating hours, which included regulated entertainment until 4:30 am on Thursdays to Saturdays and until 3:00 am on Sundays to Wednesdays, with additional extensions for special occasions, were considered excessive for the location. The department argued that the applicant had not demonstrated that noise from amplified music, customer arrival and dispersal, and raised voices could be adequately controlled.
However, the Sub-Committee, after considering the evidence, decided to grant the licence. They noted the absence of any representations from local residents. While acknowledging the concerns raised by Environmental Health, the Sub-Committee was not satisfied that granting the licence, subject to specific conditions, would be likely to undermine the licensing objectives. They considered that the objection from Environmental Health was largely predictive and not based on evidence of ongoing nuisance despite remedial measures already implemented at the premises, such as an acoustic lobby and sound attenuation works. The Sub-Committee placed weight on the operating schedule, agreed conditions with responsible authorities, and the management and control measures proposed by the applicant.
The licence was granted subject to mandatory conditions, conditions consistent with the operating schedule, and agreed conditions with responsible authorities. A specific amendment was made to condition 14, requiring a Noise Management Plan to be submitted to the Licensing Authority within 14 days of the licence grant, detailing all noise control measures to be implemented. This plan is to be regularly reviewed and communicated to staff.
The decision document, detailing the reasons for granting the licence and the right of appeal for the applicant, licence holder, or any person who made a relevant representation, was published on 10 June 2026. Appeals must be made to Ealing Magistrates' Court within 21 days of notification of the decision.
