The People Committee of Sutton Council met on Thursday 22 February 2024 and made decisions regarding the remodelling of children's centres, the self-assessment of Adult Social Care, and noted performance reports. The committee agreed to cease operations at three children's centres, transferring their buildings to adjoining schools, and also reviewed preparations for the Care Quality Commission (CQC) assessment of Adult Social Care.
Remodelling Children's Centres in Sutton
The committee authorised the closure of three children's centres: Muschamp, Beddington Park, and Victor Seymour. The buildings of these centres will be transferred to their adjoining local schools. Specifically, the buildings at Beddington Park and Victor Seymour schools will be leased to their respective Academy Trusts, while the Muschamp Children's Centre building will be transferred to Muschamp Primary School, a maintained school. This decision was made following a review of the centres' operations and consultation with users and stakeholders, as detailed in the Remodelling Childrens Centres in Sutton
report1.
Adult Social Care Self-Assessment and CQC Preparation
The committee noted the new Care Quality Commission (CQC) Assessment Framework and the preparations undertaken by Sutton Council to meet its requirements. Councillors agreed to the Self-Assessment of Adult Social Care against the CQC's Assessment Themes and Quality Statements, as outlined in Appendix A of the report2. Areas identified for improvement within this self-assessment will form the basis of the Adult Social Care Improvement Plan. The committee also agreed to receive bi-annual updates on performance against this improvement plan and evidence of progress in meeting the CQC's framework outcomes.
People Committee In-Year Performance Report
The committee received and noted the in-year performance data for the People Committee as of October 2023. This report, detailed in Appendix A of the People Committee In Year Performance Report
document3, provides an overview of the council's performance across various services within the People Directorate.
Children's Annual Engagement Visit/Self-Assessment
The committee noted the report concerning the Children's Annual Engagement Visit and Self-Assessment. This item, presented by the Director of Children’s Services and the Assistant Director Children’s Social Care, provided an update on the engagement activities and the self-assessment process for children's social care services.
