The Housing, Economy and Business Committee met on 13 March 2024 and made a decision to implement a 100% council tax premium on second homes from April 2025. The committee also approved the Sutton Housing Partnership Delivery Plan for 2024-2027.

Council Tax Second Homes Premium

The committee agreed to implement a 100% council tax premium on second homes within the London Borough of Sutton, effective from 1 April 2025. This decision was proposed by Councillor David Bartolucci and seconded by Councillor David Hicks. The Head of Revenues and Benefits introduced the report detailing this proposal.

Sutton Housing Partnership Delivery Plan

The Sutton Housing Partnership (SHP) Delivery Plan for 2024-2027 was approved by the committee. The Housing Strategy and Commissioning, Monitoring and Performance Lead (Interim), the Sutton Housing Partnership Board Chair, and the Sutton Housing Partnership Managing Director introduced the report. Members requested that future information from SHP include a review of costs and expenditure for large capital programme projects and details on the methodology used in contract delivery. The committee also noted the upcoming changes to the regulatory regime for social housing and that reporting on key satisfaction measures, as reflected in the Performance Plan's key performance indicators, will be made available to the committee from assurance reports provided by SHP.
