Application for a New Premises Licence for Tops Pizza

The primary item scheduled for discussion was an application by Tops Pizza Ltd for a new premises licence for their establishment located at 769 Harrow Road, Wembley, HA0 2LW. The application sought permission for late-night refreshment, with the premises intending to operate from 11 am to 2:30 am, seven days a week.

The report pack indicated that representations had been received and subsequently withdrawn from the Police and Licensing Officers. However, a representation remained outstanding from a Ward Councillor. The report detailed the applicant's proposed operating schedule and outlined the steps they intended to take to promote the four licensing objectives: the prevention of crime and disorder, public safety, the prevention of public nuisance, and the protection of children from harm.

Among the proposed conditions to promote these objectives were the installation and maintenance of a comprehensive CCTV system, staff training on health and safety and fire evacuation procedures, and measures to prevent public nuisance from deliveries and waste disposal.

Councillor Paul Lorber had lodged an objection to the extended hours, citing concerns about late-night activities and disturbance to local residents. He noted that Local residents already suffer enough from late night activities and disturbance. ¹ Councillor Lorber also provided photographic evidence of litter in the Sudbury Town area, stating, Sudbury Town streets are pig sty every morning as a result of activities from all the takeaways. ²

The applicant's agent, Hilda Cameron of LQAA, engaged with Councillor Lorber and the Licensing Enforcement Officer, Mohammed Serdouk, to address these concerns. Emails within the report pack show that the applicant agreed to additional conditions, including specific CCTV requirements, restrictions on delivery times and driver behaviour, and measures to manage waste and noise. The Police also confirmed their agreement to the proposed conditions, leading to the withdrawal of their representations. The Licensing Authority's representation was also withdrawn after the applicant agreed to the proposed conditions.

The report pack also outlined the steps the Sub-Committee could take when determining a new premises licence application, which include granting the licence, excluding certain licensable activities, refusing to specify a premises supervisor, or rejecting the application entirely.
