The Planning Committee of Mid Sussex Council met on 13 June 2024 to discuss various planning applications, including the relocation of car park lighting at Ansty Village Centre and a Tree Preservation Order at Flints, Hurstpierpoint. The committee approved both applications, with conditions for the lighting and confirmation of the TPO despite objections.
Ansty Village Centre Lighting Relocation
Susan Dubberley, Senior Planning Officer, introduced the application DM/24/0002 for the erection of two 4m poles to relocate car park LED lighting lamps at Ansty Village Centre, Deaks Lane, Ansty, Haywards Heath. The relocation was necessary due to the existing UK power network power poles being unsuitable. The application was brought before the committee because the council owns the land.
Susan Dubberley stated that the visual impact was acceptable and that the lighting would not be worse than street lighting. A condition was added to ensure the lights are turned off by 11:30 pm to mitigate any potential disturbance to neighbours. Councillor Malcolm Avery spoke in support of the application.
Councillor Brown expressed concerns about the potential impact on insects and suggested bollard lighting as an alternative. However, the committee decided that the current design, which was created by experts, was sufficient. Councillor Kennedy proposed the item, seconded by Councillor Cherry. The committee approved the application with 10 in favour, 1 against, and 1 abstention.
The lights have been designed to not bother the neighbours,said Councillor Marsh.
Tree Preservation Order at Flints, Hurstpierpoint
Steve Ashdown, Head of Development Management, introduced the application TP/24/0001 to confirm a new Tree Preservation Order (TPO) at Flints, 11 Brown Twins Road, Hurstpierpoint, Hassocks. The order was contested by the property owner, but it was deemed necessary to protect the young trees, which are expected to become high-value specimens in the future.
Councillor Marsh shared his enthusiasm for the preservation of trees, citing a spectacular yew tree in his own ward. The committee voted unanimously in favour of confirming the TPO.
These trees, although not excellent examples now, will be high-value trees in the future,stated Steve Ashdown.
The meeting concluded without any urgent business or questions pursuant to Council Procedure Rule 10.2.
