The Appointments Sub-Committee of Lambeth Council met on Thursday 23 July 2009 to discuss the recruitment process for the Executive Director of Housing, Regeneration and Environment. The meeting's agenda focused on reviewing the progress of the recruitment, agreeing on the shortlist of candidates, and confirming details for the final interviews.
Executive Director of Housing, Regeneration and Environment Recruitment
The primary focus of the meeting was the recruitment process for the Executive Director of Housing, Regeneration and Environment. This is a senior role within Lambeth Council, reporting directly to the Chief Executive, Derrick Anderson CBE. The position is responsible for leading strategies in housing, regeneration, and the environment, with a significant budget of approximately £400 million. The report pack outlined the established procedure for appointing Chief Officer posts, which involves a member-led appointment process managed by an Appointments Sub-Committee.
The recruitment process, which began with advertising and executive search services provided by consultants Harvey Nash, had already received 34 applications. A longlisting process had been undertaken by the Chief Executive, the Divisional Director of Human Resources, and a representative from Harvey Nash. The Sub-Committee was scheduled to consider the recommendations from Harvey Nash regarding the shortlist of candidates.
The report pack also detailed the proposed timetable for the remainder of the recruitment process. This included:
- Wednesday 29 July 2009: Psychometric testing and assessments for shortlisted candidates.
- Thursday 30 July 2009: Final interviews with the Appointments Committee, with the aim of making an appointment.
The report pack indicated that the Sub-Committee was expected to provide observations on the recommendations for the shortlist and agree on the final selection. Additionally, the meeting was scheduled to confirm the date for final interviews and agree on the candidate presentation topic and final interview questions. The financial implications of the post and its recruitment were to be met from the Housing, Regeneration and Environment Department Budget. The salary for the role was advertised as up to £150,000, plus approximately 23% on-costs.
The report pack also included appendices detailing the Chief Officer Recruitment Procedure, the job advertisement, the recruitment pack, and the job description and person specification for the role. The report highlighted that the appointment process complies with the Local Authorities (Standing Orders) (England) Regulations 2001 and the Council's Constitution. The role of Executive Director of Housing, Regeneration and Environment is crucial for Lambeth Council's place shaping
agenda, aiming to maximise assets, drive regeneration, and improve housing services, particularly in relation to the Arms Length Management Organisations (ALMOs) Lambeth Living and United Residents Housing.
