Review of Cargo Nightclub's Licence
The primary focus of the meeting was the review of the Cargo nightclub licence, located in Manchester's Printworks. The review was prompted by a series of incidents involving public safety and disorder. The Cargo Report detailed these incidents, including a significant altercation on 15 May 2024, which resulted in multiple injuries and police intervention.
The committee considered the Summary Review Application and the Interim Steps decision, which had previously imposed temporary measures on Cargo. After deliberation, the committee decided to suspend Cargo's licence for three months. Councillor Paul Convery stated, The safety of the public is paramount, and the repeated incidents at Cargo necessitate this suspension to ensure a thorough review and implementation of necessary safety measures.
Consideration of Temporary Event Notices (TENs)
The committee also reviewed several Temporary Event Notices (TENs) for upcoming events in Manchester. These included applications for events at various locations, such as the Manchester Academy and Heaton Park.
The committee approved the TENs with specific conditions to ensure public safety and compliance with licensing laws. For instance, the TEN for an event at Heaton Park was approved with the condition that additional security personnel be present and that noise levels be monitored to avoid disturbance to nearby residents.
Other Matters
Other matters discussed included the approval of minor variations to existing licences and the consideration of new licence applications. These were deemed less significant and were approved without extensive debate.
