Summary
The Licensing Sub-Committee of Wandsworth Council met on Wednesday 19 June 2024 to discuss several key issues, including the application for a new premises licence for The Green Leaf Café, the review of an existing licence for The Night Owl, and the introduction of a new policy on late-night refreshment venues. Decisions were made on all three topics, with significant implications for local businesses and residents.
Application for New Premises Licence for The Green Leaf Café
The committee reviewed an application for a new premises licence for The Green Leaf Café, located on Lavender Hill. The application sought permission to serve alcohol from 10:00 to 23:00, seven days a week. Local residents raised concerns about potential noise and anti-social behaviour.
Councillor Paul Convery noted, The proximity of the café to residential properties necessitates stringent conditions to mitigate any adverse impact on the community.
The committee decided to grant the licence with conditions, including the installation of soundproofing measures and a requirement for the café to close by 22:00 on weekdays and 23:00 on weekends.
Review of Existing Licence for The Night Owl
The committee conducted a review of the existing licence for The Night Owl, a nightclub on Wandsworth High Street. The review was prompted by complaints from residents about noise and disturbances. The club's management argued that they had taken steps to address these issues, including hiring additional security and installing noise limiters.
However, Councillor Jane Cooper expressed concerns, stating, Despite the measures taken, the frequency of complaints indicates that the current conditions are insufficient.
The committee decided to modify the licence, reducing the club's operating hours and requiring the implementation of a dispersal policy to manage patrons leaving the venue.
Introduction of New Policy on Late-Night Refreshment Venues
The committee discussed the introduction of a new policy aimed at regulating late-night refreshment venues in the borough. The policy proposes stricter controls on operating hours and enhanced requirements for waste management and noise control.
Councillor Sarah McDermott highlighted the importance of the policy, saying, This policy is crucial for balancing the needs of businesses with the rights of residents to a peaceful environment.
The committee voted unanimously to adopt the new policy, which will come into effect from 1 September 2024.
