Bank Top Farm Development
The committee approved the application by Mr and Mrs Davies for the erection of a single-storey farm shop building with a café, access, parking, and landscaping at Bank Top Farm, Hollingworth Road, Littleborough. This decision was made against the officer's recommendation, with the committee citing the development's potential to contribute to the local economy and improve recreational facilities for young people. The approval includes conditions that 50% of the food sold at the farm shop must be produced at the farm and that no further extensions to the development are permitted.
Falinge Fold Residential Development
An application by Mr Amir Khan for the erection of four dwellings on land behind Old Falinge, Falinge Fold, Rochdale was refused. The committee's decision was based on the impact of the development on green space. Despite an initial vote in favour of approval, a second vote led to the refusal of the application, with seven votes in favour of refusal and six against.
Silver Hill Farm Residential Development
The committee approved an application by David Wilson Homes North West and Rexel Property Group for the residential development of up to 57 dwellings at Silver Hill Farm and Plot W of Kingsway Business Park, Broad Lane and Lower Lane, Rochdale. The development includes the part demolition and refurbishment of the Grade II listed Silver Hill Farmhouse. The approval is subject to conditions, including consultation with Ward Councillors on the destination of the Section 106 agreement1.
Appeal on Department of Work and Pensions DCS Distribution Centre
The committee decided not to pursue the issue of unacceptable impact on the noise environment
in an appeal against the refusal of an application for the Department of Work and Pensions DCS Distribution Centre at Manchester Road, Heywood. The Head of Planning advised that the council could not provide evidence to support this part of the refusal, potentially resulting in a significant award of costs against the council. The decision was made with seven votes in favour and six against.
