Development Applications
Land at Hares Lane, Hartley Wintney, Hook
The committee reviewed application no. 23/00408/FUL, which proposed the construction of nine dwellings, including seven affordable homes and two self-build plots, at Hares Lane, Hartley Wintney. The Principal Planner highlighted several updates from the Addendum report, including additional objections from residents and the completion of necessary forms for Thames Basin Heaths Special Protection Area (TBHSPA) mitigation.
Key points of discussion included:
- The distance to the nearest bus stop and the walkability for residents.
- The quality of the agricultural land at the site.
- Clarification of Policy H3 and Rural Exemption Sites.
Concerns were raised about the site's proximity to the Special Protection Area (SPA), the condition of the adjacent highway, and frequent flooding. Despite these concerns, the Highways Authority confirmed the scheme's viability. The committee resolved to grant planning permission, subject to the applicant securing TBHSPA mitigation and entering into a Section 106 agreement.
Car Park Adjacent to Meadows Business Park, Blackwater, Camberley
The committee considered application no. 22/02874/FUL, which proposed the construction of an eight-unit residential building at the car park adjacent to Meadows Business Park, Blackwater. The proposal included the demolition of 32 garages and provision for car and cycle parking.
During the site visit on 18 June 2024, members noted:
- Access to the site and adjacent roads.
- The original purpose of the garages.
- Flooding risks.
The committee discussed the impact on local residents, illegal parking issues, and the usage of the garages to be demolished. The application was approved, subject to securing TBHSPA mitigation and adherence to planning conditions.
Update on Land North of London Road, Hook
The committee received an update on application no. 22/01987/AMCON, which had been deferred in February 2024. The application sought to replace a hoggin path with a boardwalk path. The committee had previously resolved to explore alternative options for the path to ensure accessibility and connectivity.
Progress was reported, with the developer promising amended details by the end of June 2024. The committee agreed to extend the decision timeframe, anticipating a revised report for the August meeting. If significant progress is not made by the end of August, the application will be refused under delegated powers.
