The Planning Committee of Redbridge Council met on Monday 21 June 2021, where they granted planning permission for a new housing development at Mossford Court, Hatfield Close, Barkingside, Ilford. A key decision made during the meeting was to ensure a minimum of four electric vehicle charging points at the development, which could rise to nine.

Planning permission was granted for the erection of six dwelling houses at Mossford Court, Hatfield Close, Barkingside, Ilford. The development will consist of five two-bedroom homes and one three-bedroom home, with associated landscaping, car parking, waste storage, and amenity space.
A significant discussion point during the meeting was the provision of Electric Vehicle (EV) Charging Points. The committee agreed to stipulate a minimum of four EV charging points, with the potential for this number to increase to nine. This decision aligns with Policy T6 and T6.1 of the London Plan1, which encourages the provision of EV charging infrastructure.
The full list of conditions attached to the planning permission includes:
- A time limit for the commencement of development, requiring it to begin within three years of the permission date, in line with Section 91 of the Town and Country Planning Act 19902.
- The development must be carried out strictly in accordance with the approved plans and documents, including an Arboricultural Impact Assessment, an Energy Strategy, and a Parking Technical Note.
- Prior to above-ground works, details of a sound insulation and ventilation strategy must be submitted and approved to ensure specific internal noise criteria are met for living rooms and bedrooms. This addresses potential noise pollution from nearby sources.
- A Construction and Logistics Plan must be approved before development commences, detailing measures for controlling construction traffic, dust, noise, and waste disposal. This is to comply with Policy LP22 of the Council's Local Plan3.
- Details of external materials to be used in the construction of the buildings must be submitted and approved before above-ground works begin, in accordance with Policy LP26 of the Council's Local Plan.
- Prior to above-ground works, detailed plans must be submitted to demonstrate that 10% of the proposed homes will comply with Building Regulations Approved Document M4 (3) Category 3: Accessible and adaptable dwellings. This aims to ensure satisfactory accommodation for people with impaired mobility, in line with Policy LP32 of the Local Plan.
- A comprehensive scheme of hard and soft landscaping, including planting plans, specifications, and schedules, must be submitted and agreed before the first residential occupation. This includes replacement planting for lost canopy cover and adherence to British Standards for tree and shrub planting. The scheme must also detail hard landscaping features, fencing, and walls, in accordance with Policies LP26, LP29, and LP38 of the Council's Local Plan and the London Borough of Redbridge Trees and Landscaping SPD (June 2006).
- Existing trees on the site must be protected during construction and not lopped or felled without written consent, in line with Policies LP26 and LP38 of the Council's Local Plan. Protection measures must also adhere to BS 5837 (2012) 'Trees in Relation to Design, Demolition and Construction'.
- Prior to above-ground works, details of the permeability of hard standing materials for surface water drainage must be submitted and approved, to reduce the potential for surface flooding and comply with Policies LP26 and LP34 of the Council's Local Plan.
- Further details of secure and sheltered cycle parking must be submitted and approved before first occupation, in accordance with Policies T5 of the London Plan and LP23 of the Council's Local Plan.
- The development must be designed to meet a water consumption target of 105 litres per person per day, with an additional 5 litres for external use, complying with Policy SI 5 of the London Plan.
- All non-CHP gas-fired boilers installed must achieve dry NOx emission levels no greater than 40 mg/kWh, to protect air quality in accordance with the Redbridge Local Plan and Air Quality Action Plan.
The meeting also noted that Building Regulations approval will be required for most building work, and advised applicants to consult the council's Building Control section.
