The Planning Committee of Redbridge Council met on Tuesday 18 July 2023, where they granted planning permission for a development at 269 Prospect Road, Woodford Green, subject to several amendments. The committee also noted a petition report and confirmed the date of their next meeting.
Development at 269 Prospect Road, Woodford Green
The committee granted planning permission for a single-storey rear extension, alterations to fenestrations, and the subdivision of a single dwelling house into two residential units at 269 Prospect Road, Woodford Green, London. The development will create one one-bedroom and one three-bedroom unit, with associated amenity space, parking, cycle, and refuse storage.
Councillor Shoaib Patel spoke in favour of the application. However, Ms. E. Fowl and Mr. I. Kelly spoke in objection. Concerns were raised regarding the number of occupants, ensuring acceptable living accommodation, and compliance with London Plan Policy D6. The committee also wished to ensure the use of the outbuilding remained incidental to the primary dwelling and did not become a separate or dominant use.
The committee resolved to grant planning permission subject to three amendments:
- The accommodation for both flats must be maintained as detailed on the approved plans, and the size and function of each room shall not be altered without prior written consent from the Local Planning Authority.
- The use of the outbuilding associated with Flat 269 Prospect Road shall remain incidental and subservient to the primary use of Flat 269 Prospect Road as a single-family dwelling and shall not be used as living or sleeping quarters without express consent from the Local Planning Authority.
- If the Cherry Tree at the site dies, becomes seriously damaged, or diseased within five years of the first occupation or substantial completion of the development, it shall be replaced in the next planting season with a tree of similar size and species, unless the Local Planning Authority gives written consent for any variation.
Several conditions were attached to the permission, including a time limit for commencement, strict adherence to approved plans, fire safety measures, details of external materials, noise mitigation, protection of trees, water efficiency targets, emission levels for non-CHP gas-fired boilers, a revised site plan detailing one off-street car parking space and soft landscaping, obscure glazing for a bathroom window, and details of walls and fences.
The committee also noted informative points regarding proactive planning, the requirement for Building Regulations approval, the right to light, the Party Wall Act (1996), refuse and recycling collection procedures, and street naming and numbering.
