The Planning Committee of Redbridge Council met on Monday 30 October 2023, approving three planning applications. The committee granted permission for a two-storey roof extension at Cranbrook Road and Eastern Avenue, a detached rear outbuilding at Reynolds Avenue, and single and first-floor rear extensions at Links Road, Woodford Green.
Development at 430-438 Cranbrook Road and 377-385 Eastern Avenue, Ilford
Permission was granted for a two-storey roof extension to create 12 new self-contained flats, along with associated cycle parking, waste refuse space, and a roof garden. The decision included an agreement to add an informative regarding the safe height of balustrading for children, to be determined in conjunction with the Development Management Manager. The application also secured contributions towards affordable housing (£30,658) and carbon offsetting (£22,635), along with a payment for the mitigation of impacts on the Epping Forest Special Area of Conservation (£3,070.08). Future residents will be excluded from local car parking permit schemes, with the exception of disabled blue badge holders, and a disabled parking bay will be created at the applicant's expense.
Development at 99 Reynolds Avenue, Chadwell Heath, Romford
A detached rear outbuilding was approved for 99 Reynolds Avenue, Chadwell Heath, Romford. The permission is subject to several conditions, including a time limit for commencement, adherence to approved plans, and the submission of an Arboricultural Method Statement to protect existing trees. The materials used for the external surfaces of the outbuilding must match those of the existing building. A condition was also imposed stating that the use of the outbuilding must remain incidental and subservient to the primary residential use of the site. The council's Planning Enforcement team will inspect the outbuilding periodically due to its facilities that could support independent living.
Development at 4 and 5 Links Road, Woodford Green
Permission was granted for single and first-floor rear extensions and alterations to fenestrations at 4 and 5 Links Road, Woodford Green. The conditions for this approval include a time limit for commencement, strict adherence to approved plans, and the use of external materials that match the existing building. Notably, windows in the ground and first-floor side elevations of each property must be obscure-glazed and non-opening unless they are more than 1.7 metres above the floor. Councillor Joel Anthony Herga declared a disclosable pecuniary interest in this application as he owns a property included in the application, and therefore left the room during the discussion and did not vote.
