Summary
The Tewkesbury Borough Council Planning Committee met on 18 June 2024 to discuss several significant planning applications and related issues. Key decisions included the approval of a housing development at Uckington Farm and the refusal of a residential development at Badgeworth Lane.
Uckington Farm Development
The committee approved the application for the demolition of agricultural buildings and the erection of 16 dwellings at Uckington Farm. The development includes 10 detached properties, 2 semi-detached bungalows, and a terrace of 2 two-storey dwellings and 2 apartments. Six of the dwellings will be affordable housing. The proposal also includes the creation of vehicular access onto The Green and pedestrian access to the A4019, as well as an area of public open space with orchard trees and wildflower meadows. The decision was made despite objections from Uckington Parish Council and local residents, who raised concerns about the loss of countryside, flood risk, and the impact on the character of the area.
Badgeworth Lane Development
The committee refused the application for a cross-subsidy affordable/open market residential development at Badgeworth Lane. The proposal included up to 50 dwellings, with 50% affordable housing and 10% self/custom build. The refusal was based on the development being inappropriate in the Green Belt, causing harm to its openness, and conflicting with the purposes of the Green Belt. The committee also noted that the proposal would represent an urbanising intrusion into the rural landscape and would harm an important hedgerow.
Bickford House Extension
The committee refused the application for a part two-storey and part single-storey side extension at Bickford House, Leckhampton Lane. The extension was deemed to be a disproportionate addition to the original dwelling, thus constituting inappropriate development in the Green Belt. The committee also found that the extension would harm the character and appearance of the host dwelling due to its size and scale.
Chestnut Barn Outbuilding
The committee refused the application for the erection of a new detached outbuilding for car parking and storage at Chestnut Barn, Barrow, Boddington. The proposal was considered to result in disproportionate additions to the original dwelling, which would be harmful to the openness of the Green Belt. No very special circumstances were advanced to justify the development.
Appeals and Appeal Decisions
The committee noted the current appeals and appeal decisions update. One notable decision was the appeal allowed for the change of use of land to a residential caravan site for an extended gypsy/traveller family at Green Orchard, Kayte Lane.
