The Planning and Development Control Committee was scheduled to discuss three planning applications for developments across the borough. These included proposals for a care home, extensions to a riverside apartment building, and roof extensions to a terrace of properties.
160-164 Hurlingham Road, London SW6 3NG
The committee was scheduled to consider a full detailed planning application for the demolition of existing light industrial buildings at 160-164 Hurlingham Road, London SW6 3NG, with the exception of the facade to 160 Hurlingham Road. The proposal included the erection of a part-4 and part-5 storey building to provide a care home (Use Class C2), along with associated cycle parking, refuse storage, and landscaping. The report pack indicated that officers recommended granting permission, subject to the completion of a satisfactory legal agreement and conditions. This recommendation was based on the assessment that the proposed development would meet an identified need for care home provision, offer good quality accommodation, and would not adversely impact neighbouring amenities or the character of the Hurlingham Conservation Area.
9 Thames Reach, 80 Rainville Road, London W6 9HS
A full detailed planning application was scheduled for discussion concerning 9 Thames Reach, 80 Rainville Road, London W6 9HS. The proposal involved the erection of a sun room following the removal of an observatory over part of the existing upper roof terrace. It also included the erection of an additional floor over part of the existing lower roof terrace, replacement of the existing bathroom roof and glazing, and associated upgrade works. The officer recommendation was to grant permission, subject to conditions. The report indicated that the proposed extensions were considered to be of an acceptable design and visual appearance, not detracting from the host building, the street scene, or the character of the Fulham Reach Conservation Area. Furthermore, the impact on neighbouring residential amenity was deemed acceptable.
299, 301 and 303 Munster Road, London SW6 6BJ
The committee was scheduled to consider a full detailed planning application for the erection of an additional floor at roof level to 299, 301, and 303 Munster Road, London SW6 6BJ. The officer recommendation was to refuse permission. The report outlined that the reason for refusal was the absence of an appropriate mechanism to secure the delivery of all three roof extensions in their entirety. This was considered likely to lead to demonstrable harm through piecemeal or incomplete implementation, resulting in a loss of uniformity to the unimpaired terrace and detriment to the character and appearance of the terrace and surrounding area. This would contravene Policies DC1 and DC4 of the Local Plan (2018).
