The Conservation Advisory Panel of Leicester City Council met on Wednesday 10 June 2026 to consider a range of development proposals. The meeting's agenda included discussions on specific planning applications, with a particular focus on developments affecting listed buildings and conservation areas.
Development at 32 Ratcliffe Road, Inglewood
The panel was scheduled to consider planning applications 20260167 and 20260168 concerning a rear infill extension to the grade II* listed Inglewood. The report pack indicated that while the historical significance of the building was acknowledged, concerns were raised regarding the potential loss of historic fabric and the projection of the extension. Specific attention was to be given to the roof lantern detail, with suggestions for a flat glazed roof option and alternative approaches for windows and doors. The panel was to consider whether a more contemporary or a more reflective style would be appropriate for the extension, given the host building's architecture.
Development at 31 Granby Street
Applications 20251355 and 20251366 for development at 31 Granby Street were scheduled for discussion. Amendments to the scheme included a revised mechanical and electrical strategy, an alternate colonnade screen treatment, and changes to the rear development fronting Town Hall Square. Concerns were noted regarding the fixing of screens to columns and the need to clarify the screen's purpose. Further details were requested for the moulded material around the capitals, and the potential harm to columns if screens were removed in the future was to be considered. The development towards Every Street was seen as an improvement, though questions remained about the widening of an entrance opening in a brick wall and its impact on the wall's composition and gate piers. The design and material standards of the bin store were also to be scrutinised.
Development at 94-98 Regent Road
The panel was to review an amended scheme for development at 94-98 Regent Road, planning application 20251441. This amended scheme reportedly removed most of the external alterations that had previously drawn objections, with only minor changes, including a small porch extension, remaining.
Other Planning Applications
A number of other planning applications were listed for the panel's information, with no specific discussion scheduled unless a request was made. These included:
- 195 Gwendolen Road (Planning application 20260215): Demolition of units and creation of parking spaces, with alterations to Unit 16 including new windows and roof panels (Class B2).
- 191 Ross Walk (Planning application 20252061): Part-demolition, extension, and conversion of an existing building to create 54 flats (Use Class C3) and offices (Use Class E(g)).
- 12 Lower Brown Street, Knightsbridge House (Planning application 20251991): Change of use from office (Class E) to higher education (Class F1(a)).
- Leicester Central Fire Station, Lancaster Place (Planning applications 20260251 and 20260337): Internal and external alterations to a Grade II listed building, including construction of steps, replacement doors, and installation of condensers.
- 3 St James Street (Planning applications 20260252 and 20260304): Variations of conditions attached to a listed building consent and planning permission concerning roof strengthening and roof lantern details.
- 1c Glenfield Road (Planning application 20260214): Variation of a condition related to materials for a boundary wall.
- 20 Stoughton Road (Planning application 20260288): Rear extension to a garage and construction of a detached outbuilding for use as a gym and summer room (Class C3).
- 198 London Road, The Old Horse (Planning application 20260364): Installation of two internally illuminated fascia signs.
- Slater Street Primary School (Planning applications 20260372 and 20260373): Internal and external alterations to a Grade II listed building, including replacement windows and installation of canopies.
Additionally, pre-application advice was scheduled for a development at 16 Morland Avenue, involving extensions to a locally listed dwelling. An outline application for a 7-storey building to provide 80 flats at the junction of Vaughan Way and St. Margarets Way was also listed, situated within the setting of listed buildings and the Church Gate Conservation Area.
A further list of applications was provided for members' information, including proposals at 109-111 Princess Road East, 2 Halford Street, 4-10 Halstead Street, 11 Churchill Street, 58 Main Street, Evington, 17 Stoneygate Road, 19 Stoneygate Road, De Montfort Hall, 29 Shaftesbury Avenue, 14 Millstone Lane, 208 Knighton Road, Highcross Shopping Centre, 8 Newarke Close, Portland Lodge, All Saints Church, Multi Storey Car Park, 27 Peacock Lane, and 18 Daneshill Road. These applications covered a range of uses and alterations, including changes of use, extensions, demolitions, and installations of telecommunications equipment.
