The Licensing Sub-Committee of Ealing Council met on Wednesday 27 May 2026 to consider a new premises licence application for Majestic Wine Warehouse. The committee resolved to grant the application as applied for.

New Premises Licence Application for Majestic Wine Warehouse

The Licensing Sub-Committee granted a new premises licence for Majestic Wine Warehouse, located at 92–96 St Marys Road, Ealing, W5 5EX. The application sought authorisation for the supply of alcohol for consumption off the premises, with proposed opening hours of 08:00 to 23:00, Monday to Sunday.

The Sub-Committee was satisfied that granting the licence as applied for was appropriate and proportionate, and that refusal or the imposition of additional conditions was not necessary to promote the licensing objectives. No representations were received from any responsible authorities, including the Police or Environmental Health.

However, objections were raised by members of the public, Ann Chapman, on behalf of the Walpole Residents' Association, and Jenna Julius. Ms Chapman's concerns focused on the prevention of crime and disorder and public nuisance, particularly regarding noise and disturbance from customers and vehicles on the residential street of St George's Avenue. She also noted that a planning application suggested the premises would only be open until 8 pm. Ms Julius echoed these concerns, adding worries about public safety, excessive late-night drinking, and the potential for drunk driving. She also highlighted that the previous trading hours for the site were until 5 pm and that the proposed late opening hours would negatively impact the family-friendly nature of the neighbourhood.

Despite these objections, the Sub-Committee found that the representations were general and not supported by specific evidence demonstrating that the licence would undermine the licensing objectives. They placed significant weight on the absence of objections from statutory responsible authorities. The Sub-Committee also noted that the premises were not located within a Special Policy Area and that the application departed from the Council's Statement of Licensing Policy¹ regarding core hours, but that such applications should be considered on their individual merits.

The Sub-Committee acknowledged that Majestic Wine Warehouses Ltd is an established and reputable operator with a good compliance record. They concluded that the nature of the premises as a warehouse-style, high-end alcohol retailer, combined with the operating schedule and the lack of responsible authority concerns, did not justify refusal. The two additional conditions offered by the applicant during the hearing were not deemed necessary for the promotion of the licensing objectives.

The decision can be appealed to the Ealing Magistrates' Court within 21 days of notification.
