The Development Management Sub-Committee of West Oxfordshire Council is scheduled to consider a range of planning applications at its meeting on Monday 10 August 2026. Key items include a significant residential development proposal in North Leigh, and applications for alterations and extensions to listed buildings in Asthall.
Residential Development in North Leigh
A major focus of the meeting will be the consideration of an outline planning application for up to 80 dwellings on land at Common Road, North Leigh1. The application, submitted by C/o Agent and with James Nelson listed as the planning officer, seeks permission for residential development including vehicular access, public open space, car parking, drainage, and landscaping. The report pack details numerous consultations, including objections from North Leigh Parish Council and concerns raised by various statutory bodies such as Oxfordshire County Council Highways and the Lead Local Flood Authority. Issues raised include the principle of development, its scale and design, landscape and visual impacts, heritage concerns relating to Grim's Ditch2, highway safety, flood risk, and the capacity of foul water and water supply infrastructure. The applicant's case highlights the need for housing in West Oxfordshire and argues that the development will make a meaningful contribution to the five-year housing land supply3.
Listed Building Works in Asthall
The committee will also consider applications concerning The Coach House in Asthall. Stephanie Eldridge is the planning officer for two related applications: a householder application (26/01276/HHD) for alterations and extensions, and a listed building consent application (26/01277/LBC) for similar works. These proposals involve internal and external alterations to the Grade II listed Coach House and Stables, including a modest extension to the former stables and a lightweight open-sided link structure. Asthall Parish Council has objected to the plans, raising concerns about the alteration of original features, the impact of the link structure on the setting of the listed buildings, and changes to views. The applicant's agent contends that the scheme is a carefully considered, heritage-led proposal that will secure the long-term conservation and viable use of the buildings, representing a refinement of a previously approved scheme from 2018.
Diversion of Public Right of Way
Another item on the agenda is a proposal to divert part of Shipton Under Wychwood Footpath No. 343/7/10. This diversion is necessary to enable the construction of an agricultural storage barn, for which prior approval was granted under application 25/00902/PDET28. The report, with Stephanie Eldridge as the contact officer, seeks authority for officers to make a Public Path Diversion Order and carry out statutory consultation. The proposed new route is shorter than the existing path, and the report states it will remain accessible and enjoyable for the public. The report notes that while the council does not consider the development itself necessary, the diversion is required to enable it.
Other Applications for Development
The committee will also consider applications for development at Hillside, Station Road, Kingham. This application (26/00946/FUL), with Stephanie Eldridge as the planning officer, seeks permission for the erection of two detached self-build dwellings to replace an existing dwelling. Objections have been received from Kingham Parish Council, citing concerns about precedent, overdevelopment, and impact on village aesthetics and infrastructure. The applicant's case argues that the proposal represents a high-quality, design-led scheme that responds to local character and contributes to local housing needs.
Applications Determined Under Delegated Powers and Appeal Decisions
The Sub-Committee will also be informed of applications that have been determined under delegated powers and of any recent appeal decisions.
Site Visits
Finally, the Sub-Committee will be asked to agree any site visits that officers believe should be undertaken prior to the determination of future applications.
