The Cabinet of Shropshire Council met on Tuesday 14 July 2026 to discuss the future of Shirehall. The meeting concluded with a resolution to proceed with the urgent marketing and disposal of the site, with minimal conditions attached, in order to generate a capital receipt and reduce the Council's reliance on Exceptional Financial Support.

The Future of Shirehall

The Cabinet agreed to take steps to market and sell the Shirehall site with minimal conditions attached. This decision was made in light of the Council's significant financial difficulties, including a £90 million funding gap and reliance on Exceptional Financial Support (EFS) from the government. The current running costs of the vacant Shirehall building were noted as exceeding £500,000 per year, and substantial investment would be required to bring it back into use.

The marketing prospectus will confirm a preference for housing development, including private and affordable options, and will also refer to additional preferences for mixed-use development incorporating healthcare, affordable supported living, and commercial units. However, these will be guides rather than imperatives. The prospectus will include evaluation criteria to guide the Cabinet in selecting a preferred developer, and proposals for sale values will be invited from interested parties, including joint ventures. The Council's stated preference will be for the selected developer to commit to obtaining planning consent and undertaking demolition or refurbishment. A further update report, including the draft prospectus, will be provided to Cabinet in the Autumn. Officers will work to minimise the running costs of the Shirehall site while ensuring security and completing the vacation of the building. A separate report on the future options for the Shirehall Overspill car park site will be presented in September 2026. Any proceeds from the sale will be prioritised to reduce the Council's need for EFS.

During the discussion, Councillor Dawn Husemann raised concerns about the potential demolition of Shirehall being contrary to government policy and the Council's net-zero target. Officers responded that the carbon impact of any scheme could only be assessed once detailed proposals were received and that continued vacancy also carried environmental costs. Councillor Brendan Mallon questioned the financial comparison between a direct sale and a joint venture, expressing concerns about the time and cost involved in joint ventures. Officers advised that joint venture arrangements would involve significant costs, risks, and lengthy procurement timescales, and that the proposed marketing process would remain open to such proposals from external parties.

Various members spoke about the historical and architectural significance of Shirehall, with some expressing a desire for its retention and repurposing. However, the overriding financial reality and the Council's inability to fund further investment were repeatedly emphasised. The independent review by Chris Buss concluded that, given the Council's financial circumstances, marketing the site for sale with minimal hindrances was the quickest route to reducing costs, generating a capital receipt, and meeting government expectations.

The Cabinet unanimously approved the recommendations, with Councillor Heather Kidd, Leader of Shropshire Council, thanking members of the public and elected members for their contributions. The date of the next meeting was noted as 5 August 2026.
