The Licensing Sub-Committee of Hillingdon Council met on Thursday 11 June 2026 to consider a single application for a new premises licence. The meeting's agenda focused on an application for a licence for the Sky Sports Stadium.

The sub-committee was scheduled to consider an application for a new premises licence for Shaheed Bhagat Singh Club Hayes Ltd at the Sky Ex Community Stadium, located at Beaconsfield Road, Hayes UB4 0SL. The application sought permission for various licensable activities to be held outdoors on the 3G pitches of the stadium for a one-day event on 14 June 2026, with an expected attendance of around 2,000 people. The proposed activities included live music, recorded music, performances of dance, and provision of similar entertainment, such as spoken words and speeches. Notably, there was no proposed supply of alcohol. The applicant, Mr Partap Singh, director of Shaheed Bhagat Singh Club Hayes Limited, had initially considered a Temporary Event Notice (TEN) but opted for a one-day premises licence due to the TEN's limitation of 499 attendees.

Representations from responsible authorities raised concerns that the application and supporting documentation lacked sufficient detail. Specific issues highlighted included:

• Prevention of Crime and Disorder: Concerns were raised by the Metropolitan Police Service and the Licensing Authority regarding insufficient detail on security staffing, incident management, dispersal management, and queue management, particularly as no advance tickets had been sold at the time of the site visit.
• Public Safety: The Licensing Authority and Food Health and Safety team expressed concerns about the lack of detail regarding temporary structures, power requirements, toilet servicing, handwashing provision, gas safety for cooking, vendor vetting, potable water provision, wastewater management, and refuse receptacles. There was also a lack of clarity on how emergency services would be facilitated, given the reliance on a single access point.
• Prevention of Public Nuisance: The Environmental Protection team raised concerns about the noise management plan lacking detail and the overall strategy appearing reactive rather than proactive. Issues such as dispersal noise, vehicle congestion, and waste disposal were also noted.
• Protection of Children from Harm: The Licensing Authority highlighted that while the event was described as family-friendly with no alcohol, there was insufficient detail to demonstrate how children would be adequately protected from harm.

The report pack included numerous appendices detailing the application, site plans, representations from responsible authorities, event management plans, fire risk assessments, medical plans, and legal considerations under the Licensing Act 2003. The recommendation was for the Licensing Sub-Committee to consider the application.
