The Licensing and Appeals Hearings Sub Committee is scheduled to meet on Monday 15 June 2026. The primary item on the agenda is an application for a new premises licence for Brecon Food and Wine.
Application for a New Premises Licence for Brecon Food and Wine
The committee is set to consider an application for a new premises licence for Brecon Food and Wine, located at 1 The Parade, Brecon Road, Woodley, RG5 4PS. The application, submitted by Mr Gaganpreet Singh, seeks permission for the sale of alcohol between 07:00 and 23:00, Monday to Sunday, with the premises also opening during these hours.
The report pack details the history of the premises, which previously held a licence that was revoked on 27 May 2025 due to concerns regarding the prevention of crime and disorder and the protection of children from harm. This revocation was appealed, and subsequently withdrawn. Further, the previous licence holder, Mr Kulbir Singh Kapoor, faced prosecution for offences related to counterfeit and unsafe alcohol.
The current applicant, Mr Gaganpreet Singh, has provided an operating schedule outlining proposed measures to promote the four licensing objectives: the prevention of crime and disorder, public safety, the prevention of public nuisance, and the protection of children from harm. These measures include CCTV, an incident logbook, staff training, a Challenge 25
policy, and a ban on previous management involved with Mr Kulbir Singh Kapoor from entering the premises.
However, representations have been received from two responsible authorities: Trading Standards Services and Thames Valley Police. Trading Standards noted that during a compliance visit on 8 May 2026, several measures outlined in the operating schedule were not being implemented, including inadequate staff training and record-keeping, and the continued use of invoices in the former licence holder's name. Thames Valley Police also raised objections, citing concerns that the licensing objectives would be compromised, and noted issues with the provision of CCTV footage and alleged sales of alcohol to underage persons.
The committee has the option to grant the application in full, grant it with modifications, or reject it. The report pack includes appendices detailing the application itself, photographs of site notices, the previous licence and revocation decision, the Magistrates Court summons on appeal, and the representations from Trading Standards and Thames Valley Police.
The meeting will also include the election of a Chairman for the hearing and the receipt of any declarations of interest from the committee members, which include Councillor Kay Gilder, Councillor Pauline Jorgensen, and Councillor Beth Rowland.
